ing high interttst rates being charged
by national hanks throughout the
oountry, particularly in the south were
disclosed by W. P. G. Harding, mem
ber of the federal reserve beard, in a
speech tonight before the Baleigh
chamber of commerce. Mr. Harding
was cxpiaining the reserve board re
gulation granting preferential dis
count rates to notes secured by .?taple
commodity warehouse receipts provid

it appears that there are five nation
al banks in Alabama whose maxinmm
rates of intersst averaged 26 per cent
the rate in one case being 60 per cent,
and in another 34 per cent. In Ark
ansas one national bank admitted
making s. loan at a rate as high as
120 per cent, another one at ."lO per
other at 25 per cent.
“In Georgia there were 11 banks
where the average maximum rate 5f
interest was about HO per cent. No
bank in South Carolina admitted
charging more than 15 per cent. In
Texas a number of banks reported
rates in e.xcess of 100 per cent and
many of them stated that their av-
verage rates on all loans were one
per cent per montli or more.
“These high rates, however, arc not
confined exclusiveiy to the south for
the reporta show occasional rates of
.'>0 per rent in the east and north as^
well as in the far west and south.
Owing either to the rigid usury laws
of Nortli Carolina, or to the natura!
shrewdness of your citi;:ans, the av
erage interest rates in ^our state are
lower than elsewhere in the sout*ii.
While one biank in North Carolina ad
mitted making a loan as high as 50
per cent its average rate on all loans
was less than i i-2 per cent and the
average for loans by all national banks
in your state mere slightly over 6
per cent.”
