GEN, MILES' TOUR If He Goes to Philippines It Will Be Inspection Trip WILL NOT BE IN COMMAND Visit Likely to Be Postponed Beyond Time For Grand Army Encampment A Prominent Figure . Washington, Aug. 26. When Lieut- Gen. Nelson A. Miles goes to the Phil ippines it will be on a tour of inspec tion and with the approval of the Sec retary of War. Acting Secretary Sanger said today that the War Department had no state ment to make in connection with the visit. But a little over one year ago peimissicn was granted General Miles io make a trip to the Philippines. An nouncement that he had been so au thorized was made by Secretary Root in the letter in which he disapproved the scheme suggested by General Miles in 1900 for ending the war in the Phil ippines and fcr bringing hostilities in the China campaign to a close. If the General goes to Manila, it is said, it will be-simply as an inspection officer and that while in the Philip pines he will not supersede Maj.-Gen. A. D. Chaffee, even temporarily, or ex ercise any functions except those of the General commanding cn a tour of in spection. General Miles has sought to obtain orders from the department to proceed to the Philippines upon two previous occasions, and each time has been refused. His object has been to proceed to Manila under authority of the department. The department has never had the remotest intention, how ever, cf allowing General Miles to go to the Philippines under any orders that would permit him to assume special authority while there. There is noth ing to prevent Geiieral Miles' going to Manila with his staff, just as he might visit Porto Rico, Hawaii or Alaska. It does net require orders from the de partment to enable him to receive full travel pay for himself and staff, and when in the Philippines he would be entitled to every honor his rank called for by the regulations. No objection will be made to General Miles going to the Philippines if he wishes to, and it is understood he has already notified Secretary Root of his purpose and re ceived a cordial response. The time, of his departure has not been fixed. The General is to be the army star of the encampment of the Grand Army of the Republic here next October, and the attention that will be shown him then will go a long way to impressing the Administration with the strong hold he has with the rank and tile of the organization. His trip will probably begin seme time after the encampment, if he goes, and may cover three months. Lumberton Notes. Lumberton, N .C., Aug. 26. The Board of Commissioners are consid ering the building of a court house and jail combined, and believe the work can be done for $15,000. The present site of the court house is an admirable one, and excellently well suited for purposes named. The meeting of the commissioners on yesterday was to consider plans for the new jail, but on examination of the present court house, called another meeting for Sep tember 5th to consider prospective plant to be submitted by the architect for consolidated building named above. The matter of electric lights is being agitated, and doubtless plans will be matured at an early day to locate a plant here. Lumberton, with its mag nificent water system, will then be one of the most desirable towns in our State. The Teachers' Institute is in session under the auspices of our faithful and efficient Superintendent. Prof. McAl lister. Prof. Walter Thompson, princi pal ot graded school at Concord, N. C, has charge of the normal work, a large number of teachers are in attendance. The executive committee of the Pop ulist party was in session here on Sat urday, from what we can learn, their policy is to be, put no ticket in the field, but give their support to the Inde pendents, thereby aiding any opposi tion to the regular nominees of the Democratic party. Can a Democrat 'ac cept this aid? WTill any Democrat in Robeson county forget the years of misrule and fusion? We will net be lieve it. The first bale of cotton to come into our market was brought this week, by w. i. Jones, of Buie. Its weight was 525 pounds, and was bought by Cald well and Carlyle, at nine cents. The second bale was bought by same firm, from W. W. Wilcox, of the Broad River section,- weight 500 pounds, sold tor eight and a half cents. James D. Proctor, Archie and Ed mund Ward, left on yesterday evening for Wake Forest College. This is their second session.
