a property is worth $1,000 here it is
worth a certain percentage of that
obtained by the community, not our
selves. They were fixed by the conflict
elsew'here. These relative values were

The appraising of individual lots wa.=;
done by clerks secured from the Cass j
School of Applied Science, Western |
Reserve Univrsity. and elsewhere, who
applied to the lots the unit in the
cenier oi th block. For lots of irrg-
ular ehape it was necessary to apply
certain fixed rules and formulas. A
ratio w'aa also adopted for lots less
than or over 100 feet. For corner lots
a ratio based upon the relative unit
values for the front and side streets
w’as eveolved and not a fixed increase
of 25 or 30 per cent, which is the cusr
tomary rule.
The board had an architect prepare
schedules of costs of frame buildings,
of brick buildings, and of brick and
frame buildings so that we had unit
values of buildings also. Then the
board made out blanks with a list of
questions which a man of very little
skill can answer. These were made
out for each property and acording
to the type of building the superficial
lloor area w'as multiplied by a sum
ranging from $1 to S40. From this
figure sums for depreciation w^ere de
ducted. based on age, condition of re
pair and character of the neighbor
hood.
The result of this scientific apprais
al of property has been that v/hereas
in other Ohio cities the percentage of
complaints ranges from 3 to as much
as 21 per cent, in Cleveland the num
ber was only 4 j)er cent although
Cleveland was the only city to asses.-c-
property at Its full market value as
required by the state constitution.

Southbound Bonds Sold.

tions w’ei’e concluded for the purchase
by the I'nion TrTist Co. of l-*itlsburg
of $5,000»,000 first mortgage 4 per
cent 50-year gold bonds of the Winston
Salem Southbound Raihvay Company
of North Carolina yesterday. The
bonds are dated July J, If'10, and are
payable July 1, I960, the interest per
iods being Jan. 1 and JTiIy 1.
The ■\\inston-3alem Railway is
jointly ow'iie.a by the Norfolk & West
ern Railway Co. and the Atlantic
Coast Line Railroad Company and
runs SO miles from a connection on
the north with the Norfolk & Western
at Winston-Salem. X. C., to a connec
tion on ihe south with the Atlantic
Coast Line Railroad at Wades boro. N.
C. The entire issue of $5,000,000
bonds is sold to complete any pay for
the construction and equipment of the
line, the Union Trust Co. taking the
entire issue.

Wire Chief Killed.

New York, Jan. 31.—Holland Kich-
lein, a wire chief employed bv the
Edison Electric Light Company, of
Rrooklynfi v.as sent out before day
break this morning to locate a leak
age of electricity at Red Hook, a
suburban district; He had been gone
about an hour when some one tele
phoned that all the lights in Red
Hook had suddenly gone out. Two
more men sent to seek out the new
trouble fotind Kiclilein's (body lying
rigid across the wires forty feot
above thes treet. He apparently had
fallen from his percli on a pole and
his body, caught in a tangle of
wires arid cables, had short circuited
all the current in the little town. He
had been instantly killed.
