Berlin, Feb. 15.—It is learned here that Ambassador Bernstorg is con ducting negotiations with the statp department at Washington looking to the adjustment of the potash trade dispute on the basis of the note recently presented to Secretary Knox bv the German government. This note set forth the German attitude, suggesting that the ques tion of whether the German produc ers or the American bunyers should pay the surtax imposed by the re- centlv enacted mining law might be a matter for arbitration and that in the event it was established that the penalty properly fell upon the Americans, the export price be mu tually agreed upon by the two gov- evrnments.
