'rii> senate leceived a message from the governor relative to the state bonds owned by the United States government. Primary Bill a Special Order. Senator Brown endeavored to have the senate go into a committee of the whole to consider the revenue aot, nut Senator Hobgood’s bill jiroviding for a state i>rimary law for both oolitical parties was taken up as a special or der and debated for two hours until recess for dinner, no action being tak en. Senator Hobgood made an earn est, exhaustive argument for the bill, expressing the firm belief ihat such a measure would jtrove the means of liarty purity and protect the political parties from the jiarticipation in pri maries of men who are withou*^ con viction (U’ character, thus allowing the peoitle to say who should occupy the offices. He was willing to trust th people’s fiileliiy and patriotism. Senator Sikes advocated the bill in a brief speech, while Senator Pharr stated that the democratic convention had not declared for a iirimary law and he was not willing for this law to jje i>assed when the conventions have not asked for it, but he believed the question should first be presented to the convention to secure its endorse ment. He would vote for a primary law for any i)articular county, but thought it w'ould be very unwise to pass such a law for the entire state. Senator Garner championed the bill, declaring that the people of the ‘.nate are demanding a more effective and efficient method of selecting th'^ir party 'Candidates and that they are tired of the obsolete and centralized custom of conventions and disjointe I primaries. He believed the tendency of the whole nation is towards direct primaries, giving the people the right to select their favorites by popular rote, free from the pernicious and dangerous influences of machines, bosses and rings, such as control fhe republican party in this state, he as serted. A state wide primary for both parties would mean a purification of politics and result in bringing the peo ple nearer their public servants and the public servants more responsive to the will of the people. He w^ould not be willing to eliminate the repub lican party from the provisions of the bill, which Senator Hobgood stated was patterned after the Oregon law. Senator Haymore contended that it was simply the Australian ballot sys tem. The debate continued with increas ing interest. Senator Long strongly op posing the bill. Senator Starbuck the repulilican leader of the senate, also opposed the bill, saying the legis lature cannot afford to pass such a law. He favored a primary to correct existing abuses, but was against this particular bill, which he thought could be amended to meet the needs Senators Barnes, Hicks and Ivie made speeches for the bill and others engag ing in the debate were Senators Kith- in.
