That the Board of Alder man of the City of Charlotte is hereby authorized ind empowered to isbue bonds in the name ot the City of Char lotte in such denominations and forms as the said Board may prescribe, to an amount not exceeding one million and sixty-five thousand dollars, paya ble at such time and place as may be determined upon by said Board of Aldermen, Lut the time ot payment of the principal of said bonds shall not be less than twenty years, nor more than ihirty years. Sec, 2. That said bonds chall bear interest at no greater rate than tour and one-half (.4 1-2) per cent, per an num, and the interest shall be made payable semi-annually, and In no case shall said bonds be sold, hypothecated or otherwise disposed of tor less than thear par value, • Sec. o.
