By Associated Press. Washington, Sept. 20—The situation along the Mexican border is under close watch of the United States gov ernment. If the raids of yesterday upon American farms and ranches by irresponsible bands are repeated and the border towns of Texas endangered the war department will adopt meas ures of protection. There are plenty of troops in the vicinity of the border to meet any emergency. No official advices relative to yes terday's disorders -have reached Washington. Ihe Capital City News pepaHment Raleigh, Sept. 19.—Will Q. Wllhins, Nash county, is pardoned by. Qover- nor Kitchin at the req{iest of- the county officials and many citizens because after six months service of a tw^elye jnonths sentence his health has broken down and he cannot be treated safely in jail. Furthermore hisy original sentence'was to pay $250 fine and to begin a twelve months sentence on the roads six months later if still in the county. He re mained in the county and*' entered upon, the sentence with; the result that he is now a very sick man. The trial judge seemed to have not expected that Wilkins would remain in the county to serve the sentence to imprisonment after , paying the $250 fine. At Rex hospital the statement is made that there is now a good chance ^for Walter Armstrons to recover from the injuries he ''sus tained Sunday morning when, he was struck by the swinging door of a freight car on the Southern track and knocked on to the Seaboard track w'here another train cut off his arm and inflicted other injuries. His life was dispaired of one while. State Senator J. R. Baggett, of Hanlett county, member' of the board of trustees of the State School for Feeble-Minded, was here today in conference with State Superintendent of Public Instruction J. Y. Joyner, chairman of the board relative to the selection of an architect for the de signing of the buildings which the board expects to erect in. time to house 150 children by the time the next legislature meets. The proba bility is that thfe contest over the selection of architect will result in the naming of two jointly. The trustees could not agree and left this to Dr. Joyner. The plan is to erect at once a main building, two dormitories, a power house and laun dry building. Olmstead & Son. of New York, have been selected as landscape architects and C. E. Cheen- ey. of Kinston, has been selected as engineer for the w^ater and sewerage systems. Dick Gause, colored, of New Han over county, is under sentence to be electrocuted in the penitentiary here Friday of this week for the murder of Ed Gibson, in Wilmington. How ever, the trial judge, the solicitor and the members o| *the jury have joined in a recommendation that the governor grant a commutation to life imprisonment on account of ex tenuating circumstances and it is un derstood that this course will be tak en by the governor. This is the case in which Judge Peebles severe ly criticised the court record in New Hanover in the matter of the failure of juries to convict for mur der and ordered the case removed to Pender county where, later there was conviction for first degree mur der and sentence imposed for elec trocution September 25. Then Gover nor Kitobin granted a reprieve to September 22, and this is now about to terminate in a commutation to life imprisonment on appeal of the judge, solicitor and jury. A charter is granted for the Citi zen’s Bank of Conover, Catawba countv. The capital is $25,000 au thorized and $10,000 subscribed by Marvin Minor, P. E. Isenhower and others. HYDE PLEADS HEREDITARY INSANITY. By Associated Press. Anderson, S. C., Sept 20 A Pl®® of heredity insanity was entered by attorneys for Sampel N. Hyde when he was placed on trial here yesterday for tjie murder of his young wife and her father on the night of July 18. Three physicians werep laced on the stand by the defense and declar ed that Hyde was mentally Unsound and was not responsible for his acts.
