Note: This is the second and last installment of Mr. Smith’s in terview with Dr. Reginald A. Haw kins, Democratic candidat tor the gubernatorial nomination. Dr. Haw kins’ Erst answer is a reply to a question concerning black mili tancy.) Hawkins: I don’t know what you mean by black militancy. These are some words of semantics. I would say that the youth of to day are not taking the type of things that I took (I’m 44-years-old.). . (the students in the black move ments) are saying to us that they are not going to Vietnam and die for a cause that is foreign from them, that the cause that is real to them is the cause of human justice here in,the United States. Either they are going to get equality on these shores or theyare going to die on these shores. And if you call that black militancy, I think that this is the very reason that this country was founded. ‘Give me liberty or give me death’ — Patrick Henry said that. The youth of today are sayingthis in no uncertain terms. Not only the black students but the white students are becoming disenchanted with the military-industrial com plex. They are rebelling against the draft. But you don’t hear the term ‘white militancy’. I think these people are fighting for their destiny. I thank God for the students who are standing up and dissenting. And if this is black militancy, we need more of it. Journal: In the light of the present developments in your legal diffi culties, what is your interpretation of Elliot Schwartz’ request lor aid in prosecuting your case? Hawkins: Because he knows he doesn’t have a case. He’s trying to pass the buck to the Republican Party. The Democratic Party brought these charges against me under the Dan Moore and Terry Sanford ad ministrations because we were put ting all these people on the books. As I said, the Negro has been something to be exploited and not considered in the political process. And they come up with some law that has never been used in the state of North Carolina. Never has anybody been prosecuted for registering people to vote. We’re gonna tight him come hell or high water. The state of North Carolina is in bad shape. It has violated every rule of the Supreme Court and now it’s violating the voting lights act in this case. Schwartz has even said that I asked tor him to prosecute me. Why in the world would I bring charges against myself? So we’ll let them stew in their own ini quity, and just as in the dental case, in this case we will bring to fore nationally, we’re gonna focus nationally, because now they will be trying the next governor of North Carolina. Journal: What do you see as the most crucial issues—ones on which the outcome might depend? Hawkins: Education, employment, housing, public welfare, adequate health care, equal administration of justice, voter registration for all people year round in the state of North (Carolina, equal employment opportunity agency, repeal of the state’s right to work law, abolish ment of capital punishment, right for the governor to veto, the right for the governor to succeed himself, open housing in North Carolina be cause you can’t give any federal housing without open housing, em phasis in the education of elemen tary, pre-kindergarten, and kinder garten level as well as our higher educational level, more jobs that pay more money in the state of North Carolina. These are the issues that I’m concerned about. World politics, the ghettos, more money for our teachers ( we are losing our young teachers in the state of North Carolina — one of our most valuable resources — because we are not paying them an adequate saiary). I’m saying that we need a to bacco tax, and liquor by the drink so that we can pay these ade quate salaries, and reduction of taxes on real estate and food which are already overtaxed. Pm interested in a tax sharing for mula where we can get more money back into the local govern ment based on needs. These are the issues that con front us in North Caroiina. With our industrial income — we rank 50th in industrial income, broaden our minimum wage scale to in clude more poeple such as our maid and our farm worker and laundry worker in the state of North Carolina, better develop ing of our natural resources — North Carolina has mountains, piedmont, and the ocean and we have no strategy whatsoever for tourists.
