Four of the ten student senators would be nominated by petitions from five percent of the student body with a joint election by students and faculty; here, the voter would also be able to concentrate or distribute his four votes. This election device is intended to provide for representation in the Senate by minority or special interest groups. If there is a feeling within the student body regarding a particular issue, the students' voting strength would enable them to greatly influence or determine the choice of four faculty senators as well as the ten student senators. The committee feels that the proposed constitution recognizes the rapidly-changing situation over the country regarding university governance and gives a good balance of representation between the three major constituencies. It is hoped that effective means can be found for representation from non-academic personnel, alumni, and other groups who have a vital interest in the University. These further steps may evolve from the hearing prodecures or may have to be undertaken after a period of experience with the document. With this in mind, the constitution provides for an automatic review at the end of two years of operation under the document. I Bulletin | I Board t Proposed Constitution RATIFICATION; by General Faculty, student body, with approval of Chancellor. Chancellor shall then convene the Faculty for the purpose of organizing itself. PREAMBLE: The legal and regulatory powers and responsibilities of Board, President, and Chancellor shall supersede any conflicting provision of this Constitution. ARTICLE I - Name, Purpose and Definition: 1. Name: The University of North Carolina at Charlotte Constitution. 2. Purpose: to establish a system for governing the University with the advice and consent of its citizens. 3. Definitions: A citizen is any student, faculty members, other employe, or other person designated as such by the Senate and the Chancellor. Faculty member: determined by the Chancellor. Student; one who is enrolled in any course. ARTICLE II — Fundamental Rights and Duties 1. Every citizen shall preserve and improve the educational objectives of the University. 2. Citizen's rights of petition, free speech, due process, and assembly are to be preserved. ARTICLE III — The Office of the Chancellor. Reaffirms the power of the Chancellor to delegate authority, to interpret and enforce University policies, to veto or modify, subject to higher authority, any recommendation of any instrumentality created by this Constitution. ARTICLE IV - The University Assembly. An assembly of all citizens as above defined. The Chancellor is the presiding officer, the Secretary is the Secretary of the Senate. It is essentially a medium for reporting to citizens the state of the University. ARTICLE V - The University Senate. Membership: Ten students: six elected at large by students; four nominated by petition of 5% of the student body but elected by students plus faculty with allowance of concentration or distribution of the four ballots per voter. Ten faculty: six elected at large by faculty; four nominated by 10% of the faculty, but elected by faculty plus students with allowance of concentration of distribution of the four ballots per voter. Eight (in the beginning) senators elected one each per academic Division (including the Library). New academic divisions qualify as determined by the Chancellor and the Senate. Seven senators appointed by the Chancellor (from the administration OR from any other constituent group, alumni, etc.) One additional appointment per four new academic divisions is provided for. Elective seats which are not filled for any reason (e.g. lack of nominees) will remain vacant until filled by election according to usual nomination and election procedures. (It is hoped that through experience and further evolution of this document, provision can be made for representation of non-academic employees, and perhaps other constituencies.) Schedule Of Meetings To Discuss Constitution FEDERAL EMPLOYMENT EXAM TO BE GIVEN An "on-campus" Federal Service Entrance Examination (FSEE) will be conducted by the Civil Service Commission on Wednesday, March 4, 1970, at 2:00 p.m. in Room 109, C Building. SOPHOMORE CLASS MTG. Sophomores should meet for a class meeting at one of the following times: Friday morning at 11:30 or Friday afternoon at 3:00. The place: Parquet Room. Plans for a class ORGY will be discussed. Other topics of discussion will be a class service project and a flag contest. All Sophomores are strongly urged to attend one of the two meetings. Marlene Whitley JUKE BOX DANCE The University Union will sponsor a juke-box dance on Friday, March 6, at 8:00 P.M. The dance will be held in the basement of Sanford Hall. No admission charged. SPECIAL ACTIVITIES COMMITTEE The Special Activities Committee will sponsor Tea and Crumpets on Monday, March 23, from 11:30 AM to 1:00 PM in the N. W. Lounge of the Union. Biddix, a senior here has been selected to receive a Reynolds Scholarship for study at the Bowman Gray School of Medicine. He is one of eight outstanding college students who will be awarded medical scholarships by the A. Smith Reynolds Foundation. The scholarship program will provide each recipient $18,000 during four years of medical school. Selection of the scholars is made by the medical school's committee on admissions on the basis of character, scholarship, potential as physicians and financial need. 6. Compensation of faculty senators by reduced loads and of student senators by academic credit will be established by the Senate and the Chancellor. 7. Functions: Reviewing and recommending: objectives and plans for long-range growth procedures for regulating university operations; financial policies and budgets; policies and procedures for maintaining and improving relationships between citizens and the University; necessary by-laws and regulations for governing the University. Delegation of the above functions. 8. Meetings: Provisions for regular and special meetings, quorum, rules or order. 9. Presided by Chancellor, with provision for an elected pro-ten chairman. Secretary: appointed by Chancellor with approval of Senate; serves as secretary of the Senate Executive Committee and also of the Assembly. Terms of pro-tem chairman and parliamentarian: one year, maximum of three, with recall provision. 10 Standing Committees; Executive Committee: prepares agenda, nominates and coordinates committees, maintains register of University policies. Long-Range Planning Committee: Reviews and recommends policies and programs related to development: forecasts of requirements, programs, resources, facilities. University Affairs Committee: Curriculum, admissions and graduation requirements. University organizations, judicial system, administrative structure, effectiveness of existing programs. Finance Committee: Reviews master budget, any subsidiary budget or financial policy or practice, cost o programs, cost of administrative functions. Personnel Committee: Reviews duti« and responsibilities, performance and contributions, compensation and reward, of students, faculty, and other employees; policies related relationships between citizens and the University. All committees are responsible to tne Senate, are charged to review and recommend rather than do administrative work; the Senate may create and dissolve special or further standing committees. f 12.
