On July 7, 1972, the first official meeting of the Bowd of Governors of the University of North Carolina was held on the UNCC campus. Among the first orders of business was the adoption of a set of Code provisions by which the new system would operate. Among other things, this action established for UNCC its first local Board of Trustees and set forth in broad terms the responsibilities of the new body. The thirteen man Board of UNCC is charged by the Code to "prornote the sound developnDent of (UNCC) within the functions prescribed for it, helping it to serve the people of the State in vyays that will complement the activities of the other institutions and aiding it to perform at a high level of excellence in every area of endeavor." The Code goes on to say that "each Board of Trustees shall serve as advisor to the Board of Governors on matters pertaining to its institution and shall serve as advisor to the Chancellor concerning the management and development of the institution." While some procedures remain to be finally established, the local Boards are specifically charged with: —consulting with the Chancellor on the appointment, promotion, and compensation for all faculty positions with permanent tenure and for all senior administrative positions before the recommendations are forwarded for the final approval of the Board of Governors. — granting final approval concerning the appointment, promotion, and compensation for all faculty and administrative positions not covered above arxf not subject to the State Personnel Act —adopting personnel policies not otherwise prescribed by State Law, the University Code or by the Board of Governors, —appointing a nominating committee composed of faculty, students, adminstrators, alumni. In the latter event, the appeal could be carried to the higher body. —approving names of individuals proposed to receive honorary degrees subject to the policies established by the Board of Governors. — advising the Chancellor concerning the development of budget estimates and the execution and administration of the budget as approved by the General Assembly and the Board of Governors. —selecting architects, approving building sites, approving plans and specifications, and accepting completed capital improvement projects. —preparing and maintaining a master plan for physical development. —recommending to the Board of Governors concerning the acquisition or disposition of any interest in real property. If such interest does not exceed $50,000, the Board of Trustees is authorized to take action without consultation or approval of the Board of Governors. — preserving, maintaining, and managing all endowments or trust funds of the University. —establishing admissions pxjlicies within the guidelines set forth by the Board of Governors. ^ —serving as a final board of appeals in cases involving denied adminssions unless it is alleged that the denial violates a policy of the Board of Governors, or a law or constitutional provision of North Carolina or the United States. —providing for the collection of all tuition, fees, and advance deposits required by the Board of Governors or by State law and establishing regulations concerning the acceptance of obligations of students, in lieu of cash, in payment of tuition and fees. —establishing regulations for the administration of financial aid monies generated by or limited to the institution. —determining the type, level and extent of student services. —serving as the final board of appeals in cases involving disputes arising over student conduct and organizations unless it is alleged that a policy of the Board of Governors or a law or constitutional provision of North Carolina or the United States has been violated. -establishing policies concerning inter-collegiate athletics. —exercising such authority as is granted the Board of Governors in matters of traffic and parking. —establishing policies concerning campus security and safety. —establishing policies governing campus utilities. Among the first orders of business of the Board of Trustees will be the development of structures to carry out the responsibilities that have been assigned them. Group interaction -by janet dine Starting this summer the Counseling Center is offering Group Interaction Sessions for the students. The first group is being facilitated by Dr. Karen Shear and Dr. Ronald B. Simono. Student participation so far is very small, consisting of only ten or eleven students, but Dr. Simono hopes that more students may participate as the student body learns more of the sessions. This first group is meeting on Tuesdays from two to three thirty. However, the group itself will decide on the length of the meeting period - whether it will be for the entire session or for only a certain number of weeks. Basically the participants themselves will plan the sessions, according to Dr. Simono. He says that there is no set plan, only the time of the meetings. The participants will take it from there. deciding on what comes out of the meetings and what they will do in the meetings. This will not be any type of group therapy or psychotherapy. It is the students' group, and not the Counseling Center's. The students will make the group work. Dr. Simono said. Dr. Simono stated that this new service is basically an effort to get the students Involved in group activities and to become more aware of themselves and of others. Participants will share their thoughts, feelings, and activities. As the program develops, the participants will gain an introspection both into the way they interact with others and into their own personalities. Dr. Simono feels that the participants should be those who really want to be involved, not those that are there to see what it is like. The atmosphere of the sessions should be one of really wanting to share. Dr. Simono feels that the fact that the meetings will maintain an air of being confidential and safe will encourage others to participate. Although the first turnout was small, there is hope of more participants as more students learn of the group. On July 1 two more facilitators will join the program, enabling more groups to be formed. As the groups enlarge, more people will be available to work with these groups. Dr. Simono encourages anyone interested to drop by and talk to him about the group. The sessions will continue next fall, enabling students returning in the fall to participate. He stressed the fact that this is a student group, not the counseling center's group.
