However, nothing was done during the summer and the money was reverted back into the regular school year budget. Once the school year got started, Springs pro mptly vetoed the Finan cial Procedures Act. His reasoning was the act “violated University business procedures con cerning cash advances." Another big factor for Springs was he realized the student body treasurer has had the power to freeze funds also. This was discovered the second go-round and caused Springs to veto the bill again. That meant legislature was under the authority of the old act which also gives the treasurer the authority to freeze funds. No one has contested the constitutionality of the treasurer's power as of yet. "Generally," Spr ings explained, “You don't have a treasurer acting in that capacity — freezing funds." Recently, Springs has vetoed a motion limiting his presidential reports to the Student Legislature to five minutes. “I need more than five minutes in order to fully inform the Student Legislature of activities of the past week,” he said. The reason for this motion Springs feels was due to his lengthy address to legislature after allega tions of his impeach ment were brought up. In the past, appoint ments brought to legislature for approval were done so only after the student body presi dent had recommended the appointment. In the case of the new assistant attorney general recent ly approved by the legislature, the appoint ment had not been ap proved by Springs. The associate attorney general had been ap proved by Springs and feeling the recent ap proval was inconsistent with past procedures, Springs vetoed the ap pointment. After legislature ap proved the assistant at torney general, they then voted to do away with the entire Ex ecutive and Legislative Act. N.C. 28215 ^^ S^^U pointments required ap proval by the president. Springs vetoed the mo tion to do away with the act before he vetoed the appoinment approval. He explained legislature should amend the act in stead of “doing away with it completely." This semester, a mo tion was passed to separate the Student Financial Services (stu dent bank! from the ex ecutive branch and let it “stand on its own." Spr ings saw this act in violation of the constitu tion creating a fourth division of student government without changing the constitu tion. This oversight by legislature was difficult for Springs to explain "No one bothered to talk about it or check into it beforehand," he said. Other problems with the Student Financial Service have included their budget. The ex ecutive budget has not been approved (as of press time) and the bank was in need of funds. In an earlier meeting, their budget had been sent back to the Finance Committee. In a later meeting, part of the budget was approved for the bank. According to practiced procedure in the legislature, a budget in Finance Committee cannot be discussed or voted on unless legislature has moved in to Finance Committee as a whole body. The minutes of that par ticular meeting show the budget was approved without moving into legislature, which Spr ings sees as reason to veto- the bill Springs feels legislature should follow the procedures. The most recent veto has been a motion to give the Executive Committee Imade up of legislature committee chairpersons) the power to assign office space in the student government offices. This move was vetoed by Springs because of his feelings this would give someone authority to possibly assign the student body president's office to anyone else. The bill to go ahead and budget money to the student bank is the only veto that has been over ridden by legislature. Springs thinks it is wrong his executive budget, of which the Student Financial Ser vices is a part, s the on ly budget not considered as a whole by legislature. When the Elections Committee needed funds to hold the fall elections, money was allocated from the buffer.
