The ExplanaUon of. the Cancelling of
Dates by the Admiral-Gen. Lee's
Opinion.

Admiral Dewey keeps up the
merry war by taking part in an
other engagement, and, as usual,
wins a signal victory.' Cousin
George evidently intends to
make his home complete in
every sense of the word. His
fiancee is well known in Wash
ington Society, being the widow
t)f Gen. Hazen, long of the Sig
nal Service, who died in 1887.
She is also a sister of John R
McLean, of Ohio, but this does
not necessarily entail : a political
significance to the affair. Mrs.
Hazen is s a worn an of brilliant
mind, culture, and attractive per
sonality. This episode explains
why Cousin George recently
cancelled so many other engage
ments.' 'He -was too sly to take
his eighty-odd millioir cousins
into hit confidence, until the im
portant question was answered.
Early in the week, Dewey called
tle Phillipine Commission to or
der, behind closed doors at the
Arlington Hotel. The news
paper men were kept at the key
hole for several days, but the first
report of theCommission reveals
nothing that was not expected.
An interesting item is a memor
andum of Dewey Js, explaining his
relations with Mr. Aguinaldo.
The Admiral states that at no
time was an alliance entered into
with Ag,.nor was any promise of
independence made him. The
report claims that the condition
of the natives has been greatly
im proved under American rule,
but that they are far from being
fit for self-government.- It rates
their men tal capacity high, but
says that there are too many dif
ferent tribes, having little edu
cation and almost no political
experience. The Commission
seem s to think . that Aguinaldo
intends nothing short of a per
sonal despotism, and that if left
to his mercies,, the Filipinos will
soon lapse into a state of anar
chy. Desecration of : churches is
denied; also r ail reports that the
war has been conducted on - our
part in other ithan the most hu
mane manner.' Summed up, the
Commission's report practically
recommends ! the keeping of the
Islands under our rule; , I -
It will not 1 be hard to figure
out in advance the President's
message this! year, and this re
port will be one of it's chief
points. ! ;
Another featuret of course,
will relate to the condition of our
affairs in Cuba. Geh. Fitzhugh
Lee was in Washington this
week, and talked at some length
on the subject. He says that
things are flourishing under our
protection, that the industrial
condition is improving, and that
life and property are now safe.
He also said that but for the pres
ence of our troops, conflicts
might occur between the natives
and their former oppressors,
which would be likely to greatly
retard progress. On the whole,
Gen. Lee believes that an exa
of peace end prosperity is. in
store for. Cuba. He would not
express an opinionO in regard to
the fitness of the Cubans for self -government
at this stage of the
game. However, the trend of
his ideas would indicate that he
regards the natives as better off
under American protection for
some time to come.
