C., Thursday Feb. 18, 1937. Does Stokes County Deserve a Highway Commissioner? A bill is now up before the General Assembly lor the creation of a new sot-up in the State high way commission. As the Governor is sponsoring the bill, it will doubtless pass. The plan is to have ten districts ( of ten counties each, and each district to be sup- ( ervised by a commissioner before whom all mat-, ters pertaining to highways and bridges in that district will be settled. I However, those who are not satisfied with' district decisions, may appeal to the full com-j mission which meets at Raleigh every 60 days, or possibly oftener if necessary. Stokes will be embraced in the eighth dis trict with Forsyth, Rockingham, Surry, Yadkin, Alleghany, Ashe, Watauga and Caldwell. In view of the fact that this county has never, been favored with a highway commissicnership,! or for that matter has never been honored with, any appointive position of consequence, th^; question naturally arises whether or not at thio opportune time it should assert itself in a strong effort for recognition from the State. Other counties around Stokes have been the homes of road commissioners during the high way regime of the past few years, and their im mediate sections have_ materially benefited from the close propinquity of an authoritative head on road matters. If any onr«has said that Stokes has fared but poorly at the hands of the State road authorities, both in mileage and repairs, he will certainly ■ not be challenged for an untruth. 1 If there is any county that could be liken - ed unto a red-headed step child in the State's highway system, surely that county is Stokes. The work of building highways and costly bridges in many other sections never ceases, though the impression is given out that the mon ey is exhausted when counties with lesser pull want something done. The qualifications essential to a good commis sioner should be that he were broad and liberal in views, taking into full consideration the respec tive rights and needs of the group of counties comprising his district. He should be a business man first, and able to handle questions of public importance with careful judgment, poise, fair ness, and tact. He should be able to keep his head when contending interests clash and give his decision after careful deliberation with jus tice and judgment, and without bias. The technical details of road construction are best known to engineers and contractors, but a broad and commonsense idea of road needs and road building is necessary to one who would have the supervision of a vast network of public thoroughfares. 1 The law requires that certain counties of course are entitled to a greater share of public highway expenditures than others. This is governed by population figures, area and some ether provisions. But this cannot be stretched to mean such overwhelming discrimination as may be disclosed in the tables of hardsurface mileage shown in the public records. ' If the people of Stokes county believe that they have a man who can fill the requirements of a god highway commissioner, who will, while e /incing a fair and liberal policy to other coun ties at the same time protect our neglected in terests, then it is their duty to present him with becoming modesty and dignity but with unmis takable firtnness.
