Washington, Sept. 17, '94: Secretary Carlisle has had to ex plain to some interested party so often that he is merely an execu tive officer charged with the duty of enforcing the tariff law as he understands it, and that he has no more authorty to change its ex press provisions than he has to change any othei law, that he wouln't be human if he was not very, very tired of the task. Some of the things he has been asked to do are fairly reasonable but by far the most ot them are simply out of the domain of rea son. One sample of these re quests will do to show the general nature of all of them. The sec tion of the new tariff providing for the fr-e admiasion ot alcohol used in the arts has been one of the most troublesome to Secretery Carlisle, largely because Congress neglected to make any appropria tion to pay the larger number of inspectors that will be necessary' to make any regulations adopted by the Treasury even fairly etfect ive.
