The Damage Fly. (Address by Dr. Woods Hutchinson.) A fly in a house is as dangerous as. a rattlesnake, as a .filthy as a louse, as disgraceful as a bedbug. The Treasury Department at Wash ington boastfully announces that the “Payne-Aldrich law produced m its iirst year a revenue greator by eeventy- five million dollars than tM pum col- lecte.i m any ether year of our national life, except the year 1907." This, as the Philadelphia Record shows, is s case of juggling figures with a view to giving the new tariff measure credit as a revenue-producer which does not belong to it. The aggregate revenues of the Treasury were, it is true, greater by seventy-five million dollars during the first year of the present tariff than in any other year, except 1907, but a great deal more than cous^oms receipts went to make up that aggregate. The fact is, that customs collections for the twelve months ended with August 5th were $329,117,208. In 1907 the Dingley turiff yielded $332,233,362— which is the record and behind which the new law ran a full three million dollars. But even n the Treasury Department figures were not juggled, the fact would still remain that for ever dollar the new law put into the public purse, it placed at least seven in the coffers of the tariff-bred and tariflF-nurtured trusts and monopolies which are its chief beneficiaries. Of course, the domestic consumer footed both bills, but it is the seven-dollar toll, not the one-dollar tax, that counts, burdens and oppresses. Now the whole world is wonderin^f if we are ever going to call a halt in our march toward commercial supremacy. We have frequently quoted what the leading newspapers have to say along this line, but something neiV turns up nearly ever day. For instance, we find in the Baltimore Manufacturers’ Record this summary of what the South puts upon the markets each year; $2,690,000,000 from its factories. $2,600,000,000 from its farms. $440,000,000 from its forests $280,000,000 from its mines. $1,000,000,000 of cotton with seed, $730,000,000 of grain. $200,000,000 of liye stock. $175,000,000 of dairy products. $170,000,000 of poultry products. $150,000,000 of fruit and vegetables. $69,000,000 of tobacco. $50,000,000 of sugar products. $628,000,000 of exports. 24.000.000.000 feet of lumber. 1.250.000.000 pounds of cotton goods. 1.104.000.000 bushels of cereals. 100.000.000 tons of coal. 25.000.000 barrels of petroleum. 9.000.000 tons of coke. 6.400.000 tons of iron ore. 3.200.000 tons of pier iron. 2.395.000 tones of phosphate rock. 350.000 tons of sulpher. These are stupendous figures, indeed; but ten years from now we will look upon them with curiosity and wonder that such little things ever really excite comment.
