to meditate in the interest of
peace. The offer is made jointly
and the President of the Uniteo
States accepts, but between
whom are they to meditate? We
have a quarrel with Huerta, and
still we do not dignify him oy
recognizing him m any sense as
a ruler. Is there a government
with which we may treat
is there any one that
we may meditate with. There
is no ruler in Mexico. It is
blind chaos, it is anarchy, it is
disorder and ruin, a whirlwind
of disaster, a babel of shame.
Before we can reach an under
standing that would relieve the
Mexican situation, that would
give us an amicable and peaceable
understanding we shall have to
find the correct source, the ac
knowledged authority with whom
to have the understanding.
