WEBB’S BILL IS FAVORED Would Mean Muchtothe Develop ment of Mineral Resources in North Carolina. Washington, May 24.—Kepre- presentative Webb thinks his bill in the House authorizing the de velopment of mineral resources in land ofJtbe'Appalachian Forest Re serve will pass easily. The measure was reported unani mously today from the Committee of Agriculture and Mr. Wet)basked that it be put on the unanimous consent calendar. Secretary Hous ton of the Department of Agricul ture approves it. If the measures becodies law it will help Western North Carolina, where there are rich deposits of kaolin, manganesejand mica. The mica deposits begin within 50 miles of Charlotte, in Cleveland county, and are found thickly deposited -in Mitchell, Yancey and Avery Coun ties. The mica sells for from 10 cents to $26 per pound. Secretary Houston makes, the following explanation of the value of the legislation, which he ap proves: “In the lands where an absolute fee is being acquired and there are certain deposits of mica, kaolin and manganese and iron, the Govern ment of course owns the minerals. Generally these deposits occur in pockets which can readily be de veloped and worked out by small operators without much equipment or investment. “There is considerable demand for opportunity to work these de posits, and some plan is needed by which the Secretary of Agriculture can permit them to be opened up and worked without title to the land passing out of the United States. The effect of such mining operations under proper regulation would not damage the forest or the protective covering of the water shed to any material degree on ac count of the smallness of the de posits which are usually found ^n the pocket formation. “This Department is heartily in sympathy with any plan which will make these purchased areas, as well as the forest established on the Dublic domain, contribute in all ways through the development of their resources, to the welfare of the region in which they are lo cated.” Peace and Prosperity Slogan of Democrats. Washington, May 24.—Work of putting into words the issues on which the administration plans to conduct the presidential campaign hists been begun in earnest.' For mer Governor Glynn, of New York, who, as temporary chair man of the St. Louis convention will deliver the keynote address, has tentatively prepared his speech and it will be submitted to Presi dent Wilson shortly. The general outlines of the dem ocratic platform have also been agreed upon. It is understood the platform will follow the general lines of that adopted by the Missouri democrats, although several planks will be added. The Missouri platform was submitted to administration leaders before its adoption. Peace and prosperity will be the main features of the democratic platform under Senator Glynn’s address. The progressive record of the Wilson administration, par ticularly the current bill and the claims that the administration has been of assistance to business and labor, will also be included. The Monroe doctrine, as explained by the president in addresses, will be reiterated and stress laid on efforts of the government to foster trade and good relations with South and Central America. C., May 25.— Congressman James J. Britt has made personal application to Post master General Burleson for the establishment of an experimental aeroplane mail delivery service be tween Asheville and Chimney Rock, a well populated mountain resort about 20 miles by road from Ashe ville. This was the first applica tion filed with the department for this sort of service, which is pro vided for in the postoffice appro priation bill recently passed. An appropriation* is made in this bill for the establishment of several aeroplane mail routes as an experi ment. Mr. Britt said the delivery of mail to Chimney Rock but 20 miles from Asheville now takes more than half a day, because of the mountainous route, but that de livery could be made by aeroplane in 15 minutes. He therefore be lieves this an ideal point for trying out the service. It is said a camera small enough to be swallowed, to photograph the stomach, has been invented by a Danish surgeon.
