Nineteen Pardons as Xmas,Gifts.
Raleigh, Dec. ^ 20.—Governor
Craig today announces 19 pardons
which the last that will be consid>
ered by him. Several are for long
term prisoners who have faithfully
served for many years, others
whose terms would soon expire.
Reasons for each are set out in
separate statements with the final
announcement that there are about
900 convicts in the State prison
and that in different counties there
are 200 more.

The Farm Loan Act.
First Mr. Millsaps tells us Oiat

Nationiil Farm Loan Associations.
Now ]J^T. Camp says he thinks be

ganizations can be formed. If
this is done two or three associa
tions may be formed in the coun
ty. The smaller organizations
would f^eem to encourage coopera
tion and stimulate the growth of a
community spirit more than the
large unit. With the latter the
whole thing would become an of*
ficial matter lacking mutual neigh
borly interest. Mr. Camp also
advises that appraising the land be
left till the land banks open for
business in January. To date
over $30,000 in loans have been
asked for.
The object of the Federal Farm
Loan Act is to provide farmers
with long time loans (5 to 40
years) at low rate of interest and
to arrange so part of the principal
can be paid each year. It seems
likely that the rate of interest will
be about 5%. If so, a man who
borrowed $1,000 on 40 years time
would have to pay yearly $50.00
interest and $8.28 on the prin
cipal. A total of $58.28 each
year would pay the entire debt,
both interest and j^rincial. A loan
of $500.00 would call for a pay
ment each year of $29.14.

Needy Ministers Get $10,000.
Durham, Dec. 20. — Checks
amounting to $10,000 were mailed
to 120 Methodist preachers in
North Carolina today from the
offices of Trinity College here,
being the second installment of a
fund of $20,000 given by James
B. Duke of New York, tobacco
manufacturer, to clergymen
most in need. The first payments
were made last Christmas.
