Chapel Hill previously received two grants from HUD in 1991 and 1992 totaling $187,000. Reaves said increased security patrols were the primary reason drug-related crime had decreased. “The patrols are deterring drug-related crimes outdoor crimes,” she said. Davis said anti-drug programs were beginning to work but needed improvement. “From our preliminary reports, there has been a decrease in drug-related crimes but not a large, substantial decrease,” he said. Despite the modest successes of anti-drug programs, Davis said he thought the program needed to continue to be funded.
