WHEREAS the Delegates of tin people of Neith Caroliua in Co vent ion met at Biilf borough, in July, oue thoufand feven hand red aud eighty eight, agreeable to recoramen datloo of the General Affembly of the ftate, psffed in Tarbor ough, in December, one thoufand feven hundred and eighty -f even, for the purpofe of eftablifhlns: a place for the holding the future meetings of the General Affembly, aud the place of reflderce of the chief rffieers of the ftate (eiclufive of their ap pointment to deliberate an deter mine on the new conftitution pro pofed for the government of the Uni ted State?) did ordain and eftahlifh tbe plantation whereon Ifac Hunt i then refined, in Wake c MJty, or fuui pi ico within ten ailesof the fiil plantation to be f he unalterable place for the above purpofes, leaving to the General Affembly to afcertain the fpot within the limits aforef.ii I: I. Be it enacted, dtc , That nine perfons be elected by joint ballot of both houfes of the 4eneral Affeuihly Provided neverthelef, lh it ther f hall be one Cominiffioner from each difcrict in the faid number; and thev or a majority of them are beret y au thorifed and directed to view the county within the limits aforeftid and determine on rhe fpot or place moft proper for the purpofes above mentioned; and to ou tract with and purchafe from the owner or owuers the place the place thev fhall fo fix and determine on. together with not lefs than fix hundred and forty, aud not more than one tboufau I acres of land thereto adjoining; and to tafce a deed or deeds to the. Hoveruor for the time being aDd his fucceff rs, for the benefit of the ftate, from fuch owner or owners; and for pioinnr, of the purchafe money to dr w on the Trea hirer for the amount in favour of the grantor or grantors; which drafts the Treasurer is hereby directed to pay, and fhall be allowed for fame in fet tlemenr, any law to the contrary not withstanding And the f-iid Com miffioners are further lirected to far vey and lay off a town to be erected at the place and on the lands afore faid, and to contain four hundred acres at leaft; in doing which they are to observe that the lots be one acre lots, and the main ftreets ninety nine feet wide, and tbe other ftreets not lefs than fifty fix feet wide; and to allot twenty lots or more, as they may judge neceffary, in the moft pleafant and commodious parts of the town, for a ftate house and other pub lie buildings. And the faid Com missioners are hereby authorifed to fell and difpofe of the remaining lots pt public vendue, either on credit or for ready money as thej may deem most convenient or advantageous for the ftate; and are hereby fully au thorized and empowered to make all neceffary deeds and conveyances to fecure the fee fimple of the faid lots to the purchafere; and a majority of faid Commiffioners are hereby de ciared competent to all the purpofes and authorities intended and given by this act. II And be it further exacted. That five perfons be elected by the joint ballot of both houfes of the General Affembly, and they or a majority of them, are hereby authorifed and di rected to caufe to be built and erect ed on the most proper lot, or part of the public lots, a statehoufe, fuffici ently large to accommodate with con venience both houfes of the General Affembly when fitting on public bufl nefs; and they are hereby required o have the fame built on fuch a plaa that additions may be hereafter con veniently made when neceffary : And the Governor for the time being is hereby authorifed and required to iffue warrants on the Treafurer, from time to time in favour of the faid Commiffioners as he may be re queft ed by them or a mj rity of them, for the purpofe of difcharging the expence of building the faid ftate houfe, taking fecurity for dou le the fum fo drawn for the faithful appli cation of the fame as by this act di rected. Provided neverthelefs, That the whole amount of warrants fo drawn fhall not exceed the fum of ten thoufand pounds. And the faid firft mentioned Commiffioners are di rected to make or caufe.to be made a plan of the faid town; and the faid la't mentioned Commiffioners fbail make or caufe to be made a plan of the ftate-house, together with a plan of fuch other publiu buildings as they may deem proper and neceffary to be hereafter built; and they fhall l y the fame and all their proceedings re fpectively under this act b fore th next General Affemblv; and each and every of the Commiffioners fhall b" allowed for their trouble and ex pence twenty fhilllngf pr dav. for every day while they are actually ferving, begdes all other reafonable charges. III. And be it farther enacted by the authority aforefatd, That the place which the faid Commiffioners or a majority of them, fhall fo de termine on. fhall be the feat of trov ernment, jod the unalterable place of holding the future affemblies of this ftate. and tbe place of refidence of th ehitf officers of the ftate, ff'-eotble to the true intent and meant g of the recommendation of the General A ffembly. and the ordi nance of the Convention herein be fre rnrMoned.
