The following important bills were taken np and put upon their sever! readings : Mr. Allen, of Wayne, stated to the house that the senate refused to con .np tn thn hnnne amenlments to th bill to amend the charter of the Wil mlngton and Weldon railroad and require them to pay bacic taxes, so , and moved that the house recede from its position. After considerable debate by several of the members, the he uae receded from its poslMon and the bill passed and was ordered enrolled for ratification. The house then took no the bank ing law. it being the bill of Mr Wat son, of Forsyth and adopted by the committee. The bill pa seed 2d read ing and plrced oq the calendar. Special order call -d at 12 o'clock It being the bill for the support of Insane Asvluros of the state, post poned till tomorrow morning 10:30 O'clock. Feb. 2C The Birmingham Mill burned today There was a small fire yesterday, which it was supposed had been put out, but it blazed up again today, and was under too great headway to be extinguished. Two car-loads of flour and several thousand bushels of meal were des troyed. The total loss Is about f 80 000. No insurance The mill be longed to Comer & Wilkinson. J. A. Last night the senate passed the Sayor Election bill. It had already passed the house. The governor will sign it, and then it will become a law of the state. The new election law pro. vides the Australian ballot. Its ef feet will be to disfranchise illiterate negro voters to the number of about 40,000 or more in Alabama The penalties for the violation of the sec tion governing registration and vot ing are very rapid. The new law will go Into effect with the next general lection. The Kolb, or third party Populists, in both houses were against the bill all the way through 1 hey had been clamoring for a new and fair election law for two years past, and when this one was offered them they opposed it directly.
