The recent lynching in Greens boro has occasioned quite a number of editorials, some denouncing lynching and some pleading for the necessity of suchjviolcnce in some cases. The, Press in North Caro lina, it seems to us, could do much to help to procure an effiectual rem edy for lynching, if it would con- guests they were. Starke. Any person buying or re ceiving seed cotton, who shall fail io keep the book as aforesaid, or shall fail or neglect to mi ake therein the entries aforesaid at the time of such buying or receiving, shall be enilty of a misdemeanbr, and npon conviction be punished by a fine not exceeding fifty dollars or im prisoned not exceeding thirty days. Sec. 4. In all prosecutions under this act it shall only be necessary for the state to allege and prove that the defendant bought or received .w.T K P i the seed cotton as charged, and the burden shall be upon the dctendant to show that the provisions of this act have been complied with.
