C.- As the frlm situation In the Middle East continues to rapidly change-confronting the world with extremely serious threats to peace everywhere, It is some comfort to recall that all of the high Arab and Israeli leaders I recently saw and talked to expressed a strong desire for Peace. This ought to give us some hope. Anyway, whether peaceful solutions come early or late, I see no present need for American military Intervention either in the Arab-Israeli conflict or the civil war In Jordan. Our recent study mission to the troubled area took us to Lebanon, Kuwait, Bahrein, Saudi Arabia, Egypt and Israel. We met with top leaders In every country. We gave each one a chance to get a load off his chest — to tell us about their problems and their attitudes toward our country. I might add that each American Embassy sent a representative to our major meetings to report back Immediately the key points of each talk to Washington. , ' cannot touch on everything disucssed, for reasons of both space and security, but i might briefly spotlight some of the major Israeli and Arab positions. Prime Minister Golda Melr of Israel told us flatly that "Israel has no territorial aspirations," and emphasized that she did not want Israel's children to go through what their fathers went through. "We want peace," she said, and stressed Israel's willingness to withdraw, but said that any such withdrawal must leave Israel with secure borders. Basically, Israel wants borders they can defend if they have to, and the means to defend them. "The Israelis," Mrs. Melr said, "want the Arabs to realize that the present state of continuous war is bad for both sides—that not only Israel is suffering. The Arabs don't have to love us, but they could at least cooperate with us in rebuilding the shattered cities along the Suez Canal." For example, one of the refugees asked us: "How Is it possible for Jews to come back to Palestine after 2,000 years and the Arab refugees cannot return after 22?" Whether the implication of the question is accurate or not, it does tell us how the Arabs feel. The Arab position is that Israel should withdraw completely from "all occupied territory and then negotiate." However, they definitely feel that Israel still has her eye on more territory. At the same time, the more responsible Arab leaders deny any desire on their part to see Israel "pushed Into the sea," but they contend that Israel cannot ultimately prevail against "one hundred million" Arabs, no matter how many wars the Arabs lose. However, amid all the conflicting claims, our task is to press onward to a responsible political and diplomatic settlement, without military Involvement, keeping out of Internal domestic problems In individual nations, always keeping a watchful eye on Russia. We should never forget that Communist Imperialism is at the root of the whole Middle East problem, just as it Is in South Eastern Asia.
