General Assembly of North
Carolina has called a State
election to be held in each
County of the State of North
Carolina on Tuesday, March 23,
1976 at which the questions of
amending the Constitution of
North Carolina will be
submitted as follows:
QUESTION #1
FOR or AGAINST constitutional
amendment to permit the
General Assembly to enact
general laws to authorize the
State, counties, cities or towns,
and other State and local
governmental entities to issue
revenue bonds to finance or
refinance for any such governmental
entity or any nonprofit
private corporation, regardless
of any church or religious relationship,
the cost of acquiring,
constructing and financing
health care facility projects,
such bonds to be payable from
the revenues, gross or net, of
any such projects and any other
health care facilities of any such
governmental entity or nonprofit
private corporation
pledged therefor.
QUESTION #2 *
FOR or AGAINST constitutional
amendment to permit the
General Assembly to enact
general laws to authorize
counties to create authorities to
issue revenue bonds to finance,
but not to refinance, the cost of
capital projects consisting of
industrial, manufacturing and
pollution control facilities for
industry and pollution control
facilities for public utilities, and
to refund such bonds, such
bonds to be secured by and
payable only from revenues or
property derived from private
parties and in no event to be
secured by or payable from any
public moneys whatsoever.
The submission of the
Constitutional Amendments
have been authorized by
Chapters 641 and 826, respectively,
of the 1975 Session Laws
of North Carolina, subject to a
favorable vote of a majority of
the qualified voters of the State
who shall vote on each question
(amendment) in said election.
