built b\ townships and about
the time of World War I many
of these township roads were
built with bond money upon the
vote of the people who knew
little about bond issues except
that they offered an opportun
itv to obtain something at once
and pav for it on the installment
plan The road bonds were not a
•happv experience Automobiles
were increasing in numbers and
the township was too small an
entirety Worse, 'he bonds
were issued for a period beyond
the life expectancy of the issue.
In Roanoke Township. I
remember, taxpayers were
paving around 70c fur roads

Hut these were the only poor
bond issues that I ran recall in
Warren County When we
moved to Warrenton in 1909 it
was hardk more t han a hamlet.
and now it is a small but
modern town Its electric light
plant, its paved streets, its lire
engine, an ice plant and a hotel,
its water systems and sewage
plants, its high school were all
built with bond issues Every
one of these bond issues were
justified by the services they
brought to the citizens of the
town and none of them imposed
a burden beyond the ability of
the taxpayers to pay Each,
instead of taking wealth,
created wealth, and when they
were paid off Warrenton found
itself not only a better town but
a richer on«»
Incidentally. North Carolina,
known for years as the Rip Van
Winkle State became known as
the leading state in the South
after the people of the state had
voted a $50 million dollar bond
issue to build a statewide

stations failed to pass the
information from one announc

ment w as made at 7:00 o'clock

not been heard from).

Superintendent's office was not
negligent in its duty in making
a decision and in attempting to
