Board Abandons Plans To Use
'School Days' For Library
Plans to use "School Days,"
the former home of Mr. and
Mrs. George G. Allen on Cousin
Lucy's Lane for a library and to
use the present Warren County
Memorial Library for office
space for the county were
abandoned bv the Board of
County Commissioners on
Monday morning on account of
the cost of renovating the
building for library use.
Dan Knight, architect, told
the commissioners, that the
cost of additional floor supports
to support the weight of stacks
of books would be very
expensive. He said the cost
would be increased because
much of it would be performed
in crawl space. To place the
librarv in one part of the
huilding would not give room
for the more than 35.000
v olumes now in Warren County
Memorial Librar\.
However, the building will
he used is headquarters for the
Warren fount-. Historical
\ssocuition and the WarrenCounty
Historical Society, as

County Manager Charles
Haves and Commissioner Jack
Harris, who had previously
gone over the plans with the
architect, made two changes.
Thev asked that a ramp for
wheel chairs be built at the
library and at School Days.
The architect's plan also
called for paving a space on
the west side of the building
with a brick walk to the front
stairs, and a walk and entrance
on the east side of the building,
as well as maintaining the
present servant's quarters for
storage.
The board instructed Knight
to go ahead with plan 2 as
quickly as possible. He said that
he could have plans and
specifications drawn within the
next 30 days when they will be
submitted to the commissionpre

basement of the Warren
Memorial Library, which has
been made waterproof, will be
turned bark to the library
which needs more space. What
else it means, other than that it
will house the Historical
Society and the Historical
Association is not certain at
this time. Suggesting it for use
of all county owned office space
has been objected to by several
department heads with legitimate
reasons. For example the
Tax Supervisor's office and the
Tax Collector's office should be
in close proximity. For this
reason a proposal that the Tax
Supervisor's office be placed in
School Davs will probahlv he
abandoned.
Plans for allocating; office

ments were suggested in space
proposal No. 1 as follows:

The following is a proposal
for the relocation of county
offices. Space needs for
individual offices, the interrelationships
of county offices, as
well as accessabilitv to the
public have all been carefully
considered in drawing up these
suggestions.
The proposal provides for
maximum use of available office
space, as well as providing
more public parking and
relieving the congestion cur
rentlv found around the
courthouse.
The following changes are
proposed for the offices:
SCHOOL DAYS -The fol

into two offices for sheriff and
secretary. Interrogation room
should be renovated also.
2. Driver's License Office and
Social Security Office— Share
room in downstairs of living
quarters on alternate days.
3. Employment Security
Commission Downstairs of living
quarters.
4. Indian Commission-Upstairs
room in living quarters.
5. Storage remaining upstairs
room of living quarters.
COCRTHOl'SF, -The fol
lowing changes are recom
mended for the courthouse:
1. Clerk's Office—to have use
of Judge's Chambers.
2. Tax Collector—to move to
current Sheriff's office.
3. Auditor—to acquire Indian
Commission office for filing and
storage area.
4. Sheriffs Office-to have
present Veteran's Service
Office for Holding Room.
LIBRARY—'The Library will
be given the present Tax
Supervisor's Office, thereby
having use of the entire
building.

recommend that the Warrenton
Police Department he Riven use
of the building, .vith the
stipulation that they provide
for its upkeep, also to include
Magistrate's Office.
HENDRICKS BUILDING—
Recommend that it be moved or
torn down to provide more
public parking.
In an effort to provide easier
acre** to the public, we also
recommend that ramps be built
for wheelchairs at the courthouse
and the library.
This plan has been presented
to the Department Heads. The
following comments were
noted:
1. If the Tax Supervisor's
Office is moved to "School
Days." it will create a hardship
on citizens that have business
with both the tax collector and
tax supervisor. Also, the
Register of Deeds normally has
daily business with the Tax
Supervisor's Office and the
physical distance would create
problems.
2. If the Sheriffs Office is
moved to the jail, it will create
a hardship on the Sheriffs
Office to be located away from
the Clerk of Court's Office. The
Sheriffs Office needs to be in
close proximity to the Clerk's
Office because of records
regarding the disposition of
court cases.
3. It was felt that the
Magistrate's Office should also
be located in the jail.

This alternate proposal
provides an attractive centralization
of county offices. The
proposal, however, does not
provide for any future growth
of count v government. The only
alternative for expansion would
he construction of new
buildings.
Farmers Now Designating
Warehouses For '77 Crop
The sign up period for
flue cured tobacco growers to
designate warehouses for 1977
began on March 7 and will run
through April 8. All producers
are urged to make arrangements
necessary to designate
as soon as possible. In the past
some producers have had to
wait in line in the last few days
of the sign up.
The designation program for
this vear continues the new
system initiated in 1974. This
program has brought about a
drastic change in the process of
marketing as it has been known
in the past. Most farmers feel
this new system has relieved
much of the congestion of past
years.
Under the system, growers
must designate warehouses at
which they wish to sell before
the sales season opens to be
eligible for price support.
Growers are limited to
warehouses within a 100-mile
radius of their county seats.
Any amount of the 1977 crop
can he designated up to 110
percent of this year's farm

the farm, the grower may
designate at the time the lease
is filed. Producers may
redesignate after the markets
are open. These redesignation
periods will be announced at a
later date.
Flue-cured producers were
furnished a letter prior to
March 7 explaining the
designation procedure. A list of
the eligible warehouses at
which they will be eligible to
designate is available at county
ASCS offices.
Agriculture Commissioner
Jim Graham has urged tobacco
farmers to go to their county
Agricultural Stabilization and
Conservation Service Office
and designate the warehouse or
warehouses where they intend
to market their crop.
"Each farmer should designate
all of his tobacco
somewhere." Graham said.
"Undesignated leaf will not be
eligible for price support. Also
it will not easily work into a
marketing schedule.
"1 advise farmers to be
cautious of attractive offers
made in exchange of designation."

jaycees Helping In Fire Prevention
Warren County Javcees are
distributing "Red Balls" as part
of a fire safety program. Dennis
Harris, project chairman, said
that the decals will be Riven to
all Warren County school
children in grades K through 4
bv .Javcee members.
Approximately 1,100 decals
will tr<> to the children, with the
remaining 900 being given to
fire chiefs to be distributed in
their respective communities.
