Joint review of the aforementioned proposals was conducted under the authority of federal law on the basis of plans, criteria, and standards adopted by the planning agencies involved. These standards are used to determine if a health facility project is needed, can be staffed, is financially feasible, and incorporates costsaving features. A fourth project proposal submitted by Granville Care Corporation to build and Louise B. Parham to lease and operate a 120 bed extended care facility in Oxford, N. C. was approved in the competing situation. Disapproval of the remaining proposals was necessitated by the lack of any further identified need for extended care beds in Planning Region K as mandated by the current North Carolina State Plan for the Construction of Hospitals and Medical Facilities.
