Museum Associates Launch Campaign The North Carolina Museum of History Associates began their 1984 Membership Cam paign recently with a luncheon and orien tation session at the home of Mr. and Mrs. Willie J. Long in Roanoke Rapids. The meeting, for campaign volunteers in east and central North Carolina, included the Warren County Committee: Mrs. Sally T. White, Mrs. Nell S. Padgett, Richard Hunter, county chairman, Mrs. Nellie B. Gardner, Mrs. Mary Elizabeth Taylor, Mrs. Emma Lou Traylor and Mrs. Jan Perkinson. The Museum Associ ates, a 9,000-member statewide support group for the North Carolina Museum History and 24 state historic sites, provides educational programs and artifact displays for every coun ty of the state. Campaign volunteers were the first to preview a new museum program, "North Carolina's First Ladies," which was produced and funded by the Museum Associates. The audiovisual program features gowns in the museum collec tion which belonged to CERTIFICATE OF APPROVAL FOR AN INDUSTRIAL PROJECT The Warren County Industrial Facilities and Pollution Control Financing Authority (Owens-Illinois, Inc. Project) The undersigned, on behalf of the SECRETARY OF THE DEPART MENT OF COMMERCE of the State of North Carolina (the "Secretary"), pursuant to Section 159C-7 of the North Carolina General Statutes and the regulations promulgated thereunder by the Secretary (the "Regulations"), DOES HEREBY CERTIFY, FIND AND DETER MINE, as follows: 1. The Warren County Industrial Facilities and Pollution Control Finan cing Authority (the "Authority"), a political subdivision and body cor porate and politic of the State of North Carolina created by resolution adopted by the Board of Commissioners of the County of Warren, in ac cordance with the Industrial and Pollution Control Facilities Financing Act, Chapter 159C of the North Carolina General Statutes, as amended (the " Act"), has filed with the Secretary, Pursuant to Section 159C-7 of the Act and the Regulations, an Application for Approval of an Industrial Project described therein to be owned and operated by Owens-Illinois, Inc., a North Carolina corporation (the "Operator") and to be financed by an issue of not more than $1,000,000 in aggregate principal amount of in dustrial revenue bonds of the Authority to be issued pursuant to the Act. 2. The proposed industrial project referenced above consists of the con struction^ an industrial facility containing approximately 214,000 square feet to be located in Warren County, North Carolina on U. S. Highway 1 approximately four miles southwest of Norlina, North Carolina, and to acquire and install therein certain machinery and equipment (the in dustrial facility, machinery and equipment being hereinafter collectively called the "Project"). The Project will be owned and operated by the Operator. The estimated maximum cost of the Project is $17,500,000. The Project will provide approximately 85 new jobs. 3. Public Notice of the Authority's intention to submit its Application for Approval was duly published in the manner required by the Regulations and all comments, if any, received in accordance with such notice have been considered by the Secretary. 4. Notice of public hearing on the advisability of the Project and the issuance of the bonds in connection therewith by the Board of County Commissioners of Warren County was duly published, the public hearing was held by the said Board of Commissioners as provided for in said notice and a list of the names and addresses of all persons who made comments at the public hearing and a summary of such comments have been filed with and considered by the Department of Commerce pursuant to applicable Regulations. 5. As required by the third full paragraph of Section 159C-7 of the Act, the Department of Natural Resources and Community Development has certified to the undersigned that the Project will not have a materially adverse effect on the environment. Upon due consideration of the Authority's Application for Approval and the comments, if any, received with respect thereto aiui the receipt of the certification referenced in paragraph 5 above, the undersigned hereby further CERTIFIES, FINDS AND DETERMINES in accordance with Section 159C-7 of the Act and the Regulations as follows: (1) The Project is an "industrial project for industry" within the meaning of Section 159C-3(U) (i) of the Act and therefore an "industrial project" within the meaning of Section 159C-7(1). (2) The Operator will pay an average weekly manufacturing wage which is above the average weekly manufacturing wage paid in Warren County. (3) The Project will not have a materially adverse effect on the en vironment. (4) The new jobs to be generated by the Project will be large enough in number to have a measurable impact on the area immediately surroun ding the location of the Project and will be commensurate with the size and cost of the Project. (5) The Operator has demonstrated its capability to operate the Project. (6) The financing of the Project by the Authority will not cause or result in the abandonment of an existing industrial or manufacturing facility of the Operator or an affiliate of the Operator elsewhere within the State of North Carolina. (7) The Project is hereby approved and this Certificate of Approval shall become effective as provided in Section 159C-7 of the Act. In addition to the gowns, the audiovisual shows por traits, artifacts, and memorabilia, providing the additional informa tion about the person alities and accomplish ments of this state's First Ladies. Now that North Caro lina history is once again a required subject at the eighth grade level after a 13-year lapse, the Museum Associates has funded several educa tional resources and audiovisual programs for every eighth grade classroom in the state, according to Mrs. Gard ner. Last year the Museum Associates used mem bership funds to provide an audiovisual entitled "The Roanoke Voyages/ America's 400th Anni versary" for all schools in the state that include an eighth grade. Later this year a cassette tape and film strip of "North Caro lina's First Ladies" will be mailed to every school in Warren Coun ty, which includes the eighth grade. The "North Carolina's First Ladies" program reflects the role of women in North Carolina history; and, along with serving as an aid in teaching history, it will be shown at Museum of History Associate - sponsored Museum Days across Museum Days, for members and prospec tive members of the History Museum, will often include as guest of honor one or more of North Carolina's living First Ladies. These governor's wives, who are also ser ving as Honorary Chair men for the museum this year, include Mrs. Terry Sanford, Mrs. Dan K. Moore, Mrs. Robert W. Scott, Mrs. James E. Holshouser, and Mrs. James B. Hunt, Jr. Mrs. Gardner noted that museum member ships begin at $15 and may be obtained by calling any member of the Warren County Committee.
