THE NEW CONSTITUTION IS ADOPTED Continued from First page ; relating, directly or indirectly to the athletic policy of the Athletic Association; make plans and ar rangements for all intra-and-inter collegiate athletic contests and carry such plans and arrangements into effect; and pass such rules and regulations or take such measures as may appear to it to be just and proper in order to carry into execution the powers and authority it is herein granted. Sec. 4. It shall be the duty of the Athletic Council to employ a graduate manager who shall have charge of all matters of business concerned in the management and handling of the various ath letic terms and of all athletic ac tivities earned on under the di rection of the Athletic Associa tion. This graduate manager shall be directed by and be responsible to the Athletic Coun cil. The Council shall fix the salarv to be paid the graduate manager for his servics. He shal furnish the Athletic Council with any information or reports that the Council may call for. v He shall be assiarned by th Athletic Council the following duties: lie shall have charge of the purchase of all supplies; the arranging of all schedules for the various teams and the guarantees to be paid or received in connec tion therewith; the arrangements incidental to trips away from home by the various teams; the sale o Athletic Association tickets; and the advertising of inter-collegiate contests. He shall be treasurer o the Athletic Association funds a."d shall receive and pa)' out such fudds as directed and approved by the Athletic Council. He shal keep an accurate account f al receipts and expenditures and annual ret)ort in detail not later than May 15th of all business eu t rusted to his care. He shall cause such report to be published in the Tak IIkkl for public inspection He shall have authority over the various student mauagers and as sistant managers and it shall be his duty to report to the Athletic Council the incompetancy of any student manager or assistant manager. He shall perform such other duties as may be assigned to him by the xthletic Council. Sec. 5. : It shall be the duty o the Athletic Council to elect the member, oi the University faculty who shall serve as a member o the Athletic Council. This elec tion shall be made during the spring term of the University and the member elected shall serve in accordance with his election dur ing the next ensuing college year. Sec. 6. The Athletic Council shall cause to be put on sale through the graduate mauager, a sufficient number of uou-active Athletic Association tickets to supply the demand therefor. Such tickets shail be sold for five doll ..rseach to any person desiring same other than members of the student body. Such tickets shall admit the holder thereof to all athetic contests held on the Uni versity campus under the auspices of the Athletic Association during the college year in which said ticket is sold. Sec. 7. Six members of the Athletic Council shall constitute a quorum for the transaction of business. A majority present at any meeting shall be necessary for the passage of any resolution by the Council. The presiding olllcer of the Council shall have no vote except in case of a tie. Sec. 8. The Athletic Council All financial or other reports must be preserved in this record. ',. ARTICLE VI. (The Tar Heel) Sec. 1. The Athletic Associa tion shall cause to be be published a newspaper to be known as "The Tak Heel." TheTAR Heel shall be the official organ of the Ath etic Association. Sec. 2. For the proper busi ness management ot The Tar Heel, there shall be elected by the Athletic Council a business manager and two or more assis' tant business managers. The manager of the Tar Heel shall have the power to receive and disburse monies incidental to the publication of such paper. He shall be directed by the Athletic Council and shall be responsible to said Council. He shall keep an accurate record of all monies collected and disbursed and shal make reports or statements at any time the Council may require He shall, by the last Saturday in September, following his term o office, make a final and complete statement of his receipts and dis bursements for the year. This report shall be approved by the Athletic Council and entered on its records. A manager must have served as assistant manager before his election as manager Sec. 3. For the proper edito rial management of The Tar Heel, there shall be a board o editors to consist of an editor-in chief, a managing editor, and such number of associate editors as the Athletic Council shall de termine. The editor-in-chief and managing editor must have served at least one year on the board o editors previous to their election to such position. The editor-in chief shall have general editoria supervision of The Tar Heel shall be responsible for the edi torials which appear in the Tar Heel and shall perform such oth er duties in connection with The Tar Heel as the Athletic Coun cil may direct. The managing editor shall be responsible for al news items appearing in the Tar Hekl. He shallsurvise thecolleo lection of news and the writing of same and make assignments to the associate editors. It shall be his duty to report the inefficiency of any associate editor to the Ath letic Council. The Council shal have power to remove such assO' ciate editor and elect his succeS' sor. The managing editor shal perform such other duties as the Athletic Council may direct. The associate editors shall perform such duties as the managing edi tor may direct. Sec. "4. The editor-in-cnie and the managing editor shall be elected bv the Athletic Associa tion by such method as it may elect, during the spring term o the University previous to th vear thev take office. All mem j j bers of the Tar Heel board sha be elected for a period of not more than one year. The names of the associat editors of the Tar Heel shall be nominated by the Athletic Coun cil to the Athletic Association during the spring term of the University and shall be elected by the Association. The Council shall nominate candidates for associate editors to the number of at least twice the number of offices to be filled. Such associate editors shall serve during the collegiate year following their election. Sec, 5. The Athletic Council sliall nominate all candidates for the positions of editor-in-chief and managing editor of the Tar Heel. Sec. 6. The business manager shall receive as remuneration for lis services as manager of the Tar Heel such amount of money as may be determined upon ny he Athletic Council. ARTICLE VII. (Amendments) This constitution shall, if so desired by the Athletic Associa tion, be amended in such respect and in such manner as may, in open meeting be provided. Such amendment must have been intro duced, ; at a lawful meeting of the Association which was held !at least one week before the final vote is taken by the Association for the adoption of such amend ment.
