head of the University's department
of music, was elected persident of
the Southern branch of the National
conference.

This new branch of the organiza
tion includes Texas, Oklahoma, Ken
tucky, West Virginia, Virginia, and
all states south and east of these,
and it is over these states, organized
into the new unit that Mr. Weaver
was elected president
At the conference of the national
organization, of which Mr. Weaver
was vice president during the past
year, over twelve hundred members
attended. It was the first time that
the conference was ever held in the
south, and was considered a big
event for Tennessee's capital by
people there.
The Southern branch is now plan
ning to meet in the early fall, the
conference to be held in Atlanta,
Birmingham, or New Orleans. All
music teachers from the southern
states will be asked to attend. I

reply to Jacobi's statement that the
measure was undemocratic, Porter
insisted that there was nothing more
undemocratic about it than about
the present athletic fee which every
body pays willingly. The only de
fect in the plan as outlined was the
low figure set for debates, Porter
said.

Dean Bradshaw called attention to
the need of organization on the cam
pus for business purposes, and to put
each organization under a stable,
permanent administration.
The different apportionments for
the various activities came in for
much discussion, but it was decided
to leave to the committee appointed
by the president of the cabinet the
task of working out an exact ratio
upon which the apportionments will
be made. The cabinet intends to sub
mit the proposition to the vote of
the student body, some time this
spring. If passed, it will go into ef
fect next fall.

AIR ROUTE TO PANAMA
Washington, March 30. Plans for
early establishment of an air route
to the Panama canal zone as a meas
ure of national defense are being
made by the war department, Sec
retary Weeks announced today.
When landing places have been sur
veyed and selected, he said, army
planes will be sent to the zone under
their own power. "I regard the canal
zone and Hawaii as the two most
important posts the army has," Mr.
Weeks said.
