The SCAU phone lines are being manned. Anyone with complaints, problems or suggestions should call 933-8313 or come by Suit B of the Carolina Union. People interested in investigating business practices in Chapel Hill are needed. The Food Co-op is operating out of the Newman Center for the summer. Fresh , produce, bread and meat are available. The membership for the summer is limited because of space. The Franklin Street Gourmet is presently being surveyed for distribution during orientation. This is a guide to restaurants in the Chapel Hill area and was well received last year. Surveyors are needed to complete this year's edition.- SCAU's new publication, The Merchant's Guide, a guide to shopping in Chapel Hill, also needs . volunteers. The surveying presently involves visiting various merchants with a prepared list of questions. The booklet will include comparative pricing of stores, as well as information on where to buy certain items in our area. Research will be completed in early August. The deck is now under construction on Manning Drive across from N.C. Memorial Hospital. Dr. James D. Condie, Director of University Housing, preferred not to comment on the new policy until it has been finalized. Director of University Police T.M. Marvin, who met with the housing staff to discuss the policy, said there would be no real change concerning the actions of policemen. "The new room entry procedure has been approved by competent legal authorities," Marvin said. "From a law enforcement standpoint, it is something that I agree with." Examination of dorm inspection procedures has resulted from extensive criticism of the June 1 6 early-morning search of Mclver dorm, in which five women were found with men in their rooms and charged with violations of housing rules. Two campus police officers and two members of the housing staff conducted the room-by-room check on the grounds that a door of the dorm had been found propped open. Marvin emphasized that any search nstriiction willing to pay the hourly rate will be able to park there. The contract was signed six weeks ago, Temple said, and construction began two weeks ago. The deck will cost about $1,770,000. The parking deck is part of the University's new parking scheme Temple said, and has been in planning for three or four years. HUD LTD. "There was no controversy probably because no tax increase was proposed," Alderman Gerry. Cohen said. "Some of the Board members felt that with the citizens cost of living going up and since taxes have been raised every year for the last five years, there should be no tax increase." "It was rather quiet," Chapel Hill Mayor Howard Lee said. "We spent more time closely examining the budget items than usual. And it was the first time the new city manager compiled the budget on his own." Alderman Tom Gardner attributed the lack of public concern to the fact that most search and seizure involving policemen must be for security reasons only. "If the intent of an inspection is to smoke out housing code violators," he said, "law enforcement officers are not going to be involved. We are not trying to legislate some type of ethical or moral code." The Campus Governing Council (CGC) officially condemned the search last week, resolving that it was unnecessary for student safety. University officials responded to the CGC action in defense of their departments. "I can understand why the students are upset," Marvin said. "This is a classic example of a clash between the residents' right to privacy and the need for a search to protect the safety of the residents." Marvin has completed his investigation of the matter and is convinced his officers acted in good faith. He said the officers told him they did search public areas of the dorm, but did not realize they were not supposed to look under beds and in closets hence the need for policy clarification. He defended the lack of a warrant, saying an emergency situation existed considering the open door and previous complaints from Mclver residents about poor dorm security. He explained that a warrant must specify what type of violation is suspected and where it is thought to be taking place. "So do you get a warrant for every one of those rooms?" he challenged. The owner of a $40,000 home in Chapel Hill will be billed $370 in property taxes. Of the $7.7 million, over $1 million is carried over from projects contracted last year but not completed. The board also approved an additional $321,000 to eliminate the Mason Farm sewage treatment plant emergency. Salaries for 303 full time town employes were appropriated. Fifty-one of these positions are new, forty-seven of which are for the new bus system. Cost of living rates vere approved for town employes, 10 per cent for those with salaries below $8,745 and 7.5 per cent for those with salaries above $8,745. "I wish we could have raised the salaries of the low level employes more," Lee said. "I would have liked to have seen 12 or 13 per cent."
