Seaton, director of engineer ing, science and management defense training, of the United States Office of Education has given official ap proval of a plan to offer defense train ing courses of college grade at Chapel HilL Russell M. Grumman, Director of the University Extension Division has been appointed by Dean Robert House as Institutional Representative, re sponsible for coordinating all activities of the University nnder the plan. The objective of the program is to . provide short courses in fields related to national defense activity. Federa funds have been provided the Univer sity for this work enabling selected students to receive this instruction tuition free. Courses are being offered in per sonal management, production ac counting, practical physics, instru mental analysis, production planning and control, production cost account ing, electricity and electronics, and a course in safety engineering in the department of public Health. y Duke Student Freed Of Anti-Noise Charges Arthur W. Brian of Salem, Ohio, Duke University student, in Chapel Hill Recorder's Cou? yesterday morn ing was freed of charges of violating the village anti-noise ordinance. Brian pleaded not guilty to the charge of intentionally backfiring his Model A automobile while driving through the business section the night of September 19. Judge Mcintosh de cided the college student was sincere in his plea 'when it was found that Brian had tried to have his automobile repaired before leaving town. Send the DAILY TAR HEEL home ' Eight Delegates To Attend Recreation Meet Chanel Hill will be represented by eight delegates at the twenty-sixth annual National Recreation Congress which opens in Baltimore, Maryland, next Monday. Russell M. Grumman, director of the extension division at the ITniversitv of North Carolina, will be chairman of a rural recreation luncheon at the Congress, and Samuel Selden, assistant of the Carolina Playmakers, is scheduled as chairman of a session on drama and its place in defense rec reation. Other delegates attending are Joseph H. Pratt, president of the Public Recre ation Commission; Tom Hines, state director of recreation for NYA; and four members of the faculty at the Uni versity, Oliver Cornwell, head of the department of physical education, R. A. Fetzer, director of athletics and physical education, Harold D. Meyer, sociology department, and W. Carson Ryan, head of the department of edu cation. Recreation in "The America We De fend" will be the underlying theme of this year's Congress which signalizes the thirty-fifth year of service by the National Recreation Association, clear ing house for the country-wide recre ation movement. Advance reports indicate that more than 1500 professional and volunteer leaders from all parts of the country will attend the five-day conference on community leisure-time problems dur ing the emergency.
