TUESDAY, APRIL 30, 1946 THE DAILY TAR HEEL PAGE FOUB Vet Payments Will Continue Uninterrupted Veterans planning to remain in school for the summer quarter will not have to make any special arrangements with the VA in order that their allotment checks continued to be paid, according to Col. Shepard, veterans advi sor. Checks will be paid 12 months of each year unless the VA is no tified that a veteran student is leaving schdol because of gradua tion, transfer, unofficial with drawal, or temporary interrup tion. Temporary interruption is not construed to mean short va cation neriods "between quarters. Veterans may receive 12 monthly allotment checks for the four quarters of a school year. Veterans planning to leave school during the summer must notify the VA of their intentions. Special forms are being prepared to facilitate the administrative details of this interruption, and will be ready in the very near future. Interdormitory Council Plans Meet Tomorrow The Interdormitory Council will meet tomorrow night at 7 o'clock in Roland Parker Lounge in Graham Memorial. Carson Ryan in his address to the Carolina Politi cal Union Sunday night in Gra ham Memorial. Before an inter ested audience he gave a first hand account of the problems facing China in the post war world. Dr. Ryan is the head of the Education Department here and has recently returned from an extended tour of China as Child Welfare Consultant for United China Relief. The chief fault in the com munication system is the lack of efficient transportation, Ryan said. He also answered numerous questions concerning general conditions in China. Gam ble, of Boston, formerly of the University of Pennsylvania Med ical School, asserted in an in terview here recently. "Many of these cases are he reditary and could . have been prevented by a simple, harmless surgical operation on parents definitely recognized as mental ly defective", said Dr. Gamble who is spending several days in Chapel Hill and Durham for con ferences with faculty members of Carolina and Duke. The sterlization program be ing sponsored by that organiza tion involves no change in the physiological characteristics or sexual relationships of those on whom the operation is perform ed and does not prevent happy marriages, Dr. Gamble said.. "The operation is simple and not dangerous," Dr. Gamble ex plained. "It involves only the closing of two tiny tubes. Noth ing is removed from the body. In women it is about the equiv alent of a simple appendix opera tion. In men it is even less com plicated and does riot require a stay in the hospital." When the bill was voted on in the House, however, administration leaders forced a separate vote on each amendment and a roll call vote on the most critical of them. The results, therefore, are set down in black and white in the Con gressional Record for April 17th. They make sad reading. Perhaps the most illuminating thing about the vote is the revel ation that the amendments were passed in every case by Southern Democrats who repudiated their party leadership by casting af firmative ballots. One amend ment was passed by a majority of 20 votes, with 50 Southern Democrats voting for it. Anoth er was passed by 122 votes, with 83 Southern Democrats voting for it. The 'same holds true for the whole series. These South ern Democrats could have saved the day by supporting the admin istration but chose not to do so.
