Milner Three men who conduct the majority of the institutes, short courses, conferences and "work shops" in the University during the summer are Albert Coates, Director of the Institute of Gov ernment, Charles F. Milner, Di rector of the Extension Division and Rex. S. Winslow, Director of Business Services and Research. Professor Coates is head of the famous Institute of Government in the Knapp Building. Here come the representatives- of city, county and state government to learn how to do their jobs bet ter .and to share information f, ) Albert Coates with their fellows in grass-roots government. Milner conducts a broad pro gram of institutes and s-hort courses in many facets of liberal education. He directs probably the largest number of "adult ed ucation" programs here. Professor Winslow's activity is directed primarily at the business community of the state. Realtors, bankers, industrialists, account ants and others come here for courses in which the faculty is composed of the businessmen themselves and members of the business school faculty here. 1 ,:::Vte-:i.:f. Association of Real tors will hold a special real es tate education conference here Thursday, w'th'top speakers cov ering the fhld from sales ideas to tax tips. Thursday's gathering will begin at 9:30 a.m. in the Carolina Inn Ballroom and continue through 4 p.m. NCAR President C. Cliff Cameron of Raleigh will preside. Program chairman is George T. Vincent, Pittsboro realtor. Realtors speaking will be Wil liam 0. Hayes Jr., assistant vice president, The Title Guarantee Co. of Baltimore, Md.; Ed Men denhall, partner in Mendenhall Moore Realtors, High Point; and Cameron, who is president of Cameron-Brown Co., Raleigh. Cameron will outline the legis ative picture in the real estate field. Hayes will discuss "Tracing Real Property Titles" and Men denhall will suggest sales ideas. Estate planning will be analyzed by Charles W. Cheek, trust office of Wachovia Bank and Trust Company in Durham. William D. Carmichael III, account executive for C. Knox Massey & Associates in Durham, will tell wnats Wrong with Real Estate Advertis ing." The Research Triangle's effect on the state will be presented by Fearson H. Stewart, vice presi dent in charge of planning for the Research Triangle Park, with of fices in Raleigh. Other speakers are David M McConnell. Charlotte attorney, and Ford S. Worthy Jr., vice president of Raleigh's Cameron Village. Worthy, who is a real estate and property management con sultant, will talk about commer vial sales and leases. McConnell, who will give tax tips on invent ment real estate, is general coun sel for Belk Department Stores 3nd a vice president and director ot Industrial Testing Reactors Inc. Known widely for his legal tax work, he formerly was viti the U. S. Bureau of Internal Re venue in Washington. D. C. Another special feature during Realtors Institute will be the NCAR directors' meeting in Chap el Hill Wednesday. They will join institute participants for a lunch eon at Carolina Inn. Dr. Rex S. FRANKLIN ST. r ; The North Carolina Planning As sociation, a new organization to promote better city planning and zoning throughout the state, will try to stimulate exchanges of ideas among people in both urban and rural places, it was stated here today by Frank G. Umstead of Chapel Hill, the president of the group. Umstead who heads the Chapel Hill Planning Board was elected at the conclusion here last week of an N. C. Planning Conference at the Institute of Government. Members of tne new organiza tion include city planners, mem bers of planning and zoning boards, city manager, mayors, county manager, architects, edu cators, board of adjustment mem bers and zoning inspectors. Other citizen! who may be interested in better - city planning also are eligible for membership. Other officers of the N. C. Plan ning Association are Thomas C. Powell Jr. of Raleigh, chairman of the Raleigh Planning Board, and as directors E. D. Howard, chairman of the New Bern Plan ning Board, R.D.
