Not only are they hearng lec tures and participating in discus sions, but they are forming their own cities, counties and state and will elect a governor, lieutenant governor and General Assembly. The program provides the youths a chance to study government at various levels and to learn the responsiblities of citizenship. The Institute of Government is conducting the program for the N. C. Department of the American Legion. Roddey Ligon and Roy Hall, assistant directors in the In stitute, are co-directors for Boys' State. The lectures and discussions by public officials, University faculty members and leading Legion naires take place at the Institute (Joseph Palmer Knapp Building). In addition to the lectures, dis cussions and elections, the boys schedule includes plenty of time for recreation and athletics. Highlight of the week's activi ties will be the dinner Saturday when the delegates will receive certificates for their participation n Boys' State. Second place winners who won $200 scholarships were James Wes ley Carpenter, Southern High School, Durham and Charlotte May Williams, West Edgecombe High School, Rocky Mount.
