Four State Department
diplomats will be available to
talk to student groups or
classes on Wednesday, Nov.
23.
The team of diplomats,
sponsored by the GM Current
Affairs Committee, includes
two specialists on Vietnam
(including the pacification pro
gram there), one on the Middle
Bast, and one on Europe.
They will make brief formal
presentations on foreign affairs
'and then answer questions.
Campus organizations and
professors interested in having
these men speak to their

Petition Signatures
Decrease In Rain
Due to the rain Thursday,
the Di-Phi petition calling for a
campus-wide referendum bad
less than a 100 signature in
crease, according to Charles
Gowen.
The increase, somewhat less
than on recent days, upped the
total number of students en
dorsing the . referendum " to
more than 1,000. Fifteen hun
dred are needed.
Gowan said that the Di-Phi
will keep the Y Court booth
open until Wednesday or
Thursday.

William W. Stragand, a math
major from Durham.
The Distinguished Military
Cadet designation is given for
clear excellence in all facets of
training given to the cadets
during the Air Force ROTC
program. It is one of the
AFROTC's highest awards.
Duke Prof To Speak
About Law, Vietnam
"Vietnam, Legal Aspects"
will be the topic of a speech to
day to the John J. Parker
International Law Society.
John Halderman, since 1950
associated with the Rule of
Law Center at Duke Universi
ty, will speak at noon upstairs
in Lenior Hall.
Halderman has worked with
the American legations in
Bonn, Berlin, Casablance and
Colombo. He attended the 1945
United Nations Conference on
International Organization and
was connected with the State
Department from 1959-60.

Islamic Art Display
Begins At Ackland
"Islamic Art from the
Collection of Edwin Binney
IH" will be on view at the
Ackland Art Center Nov. 5
30.
Although, the opportunities
to acquire Near Eastern and
Indian miniature paintings
have become increasingly rare
since the end of World War n,
Binney has since 1958 built one
of this country's outstanding
private collections.
Sirty-seven miniatures and
calligraphic fragments from
this collection, together with
manuscripts, manuscript bin
dings, ceramics and metal-work
comprise the exhibition.
Cafe d'Ville- Granville
Residence College's answer to
the complaint, "There's no
place to go in Chapel
Hill" opens tonight with folk
singers Maggie and Jock.
The coffeehouse will open at
8 p.m. In Granville West
lounge and the entertainment
begins at 8:30.
Mixers, coffee and
refreshments will be sold.
There iwill be no cover
charge.
The college is not expecting
Cafe d'Ville to make a profit,
but hopes to have it breaking
even eventually.
The decorations will be
keyed toward the psychedelic,:
with strobe lights reflecting off
personality posters and mock
walls covered with "Mod'?

annual Press-Broadcasters
Court Reporting Seminar to be
held at the Institute of Govern
ment here Nov. 17-18.
The opening speaker will be
C.E. Hinsdale. His topic will be
"Court Reform: Recent
Changes in the N.C. Courts
System."
Dr. BJ. Campbell, will talk
about "Highway Safety, the
Courts and the News
Media."
Poindexter Watts will focus
on "Recent Supreme Court
Decisions Affecting Police and
the Courts."
Allan Ashman, an authority
on correctional law and also an
Institute assistant director,
will close the Friday afternoon
session with a discussion of
"Jail Reform and the News
Media."

a panel discussion of "The
Relationship of the Courts and
