PARIS-U.S. Defense Secretary Melvin
R. Laird said Wednesday the American
combat role in South Vietnam would end
by- midsummer and U.S. forces thereafter
wouid be confined to support, security and
logistics duties.
Laird told a news conference that when
the first phase of the "Vietnamization"
program is completed this year, "the
combat responsibility in South Vietnam
will be completely turned over to the
South Viethamese government."
Autopsy clueless
in Liston death
LAS VEGAS, Nev.-Narcotics were
discovered in Sonny Liston's plush home
Wednesday but the initial autopsy on the
body of the 38-year-old former
heavyweight champion gave no clues to
the cause of death.
The coroner's office said it conducted
toxicological and microscopic tests to
determine what was in Liston's blood at
the time of death. The additional test will
take "a couple of days," the coroner's
office added.
Sheriff's Capt. Gene Clark said there
was no indication of foul play. He said the
narcotics found in the home were
suspected to be marijuana and heroin.

However, in Washington, officials
stressed that this did not mean Americans
would no longer be shooting or be shot at.
A Pentagon spokesman, Jerry W.
Friedham, said Laird meant that American
forces would not launch major offensive
operations. This would not preclude
sending out patrols from U.S. bases in
order to hunt out any Viet Cong that might
threaten the security of U.S. units.
Laird's Paris visit was the first stop on a
round-the-world trip which will take the
U.S. defense secretary from Washington
Liston, self-styled "bad guy of the ring"
who was found dead Tuesday night, was
injured in a traffic accident Thanksgiving
Day and recently complained of chest
pains.
The ex-champion's wife, Geraldine,
discovered Liston's body when she
returned to the couple's country club
residence from a 10-day trip. She called his
business associates and a doctor who
pronounced Liston dead when he arrived
shortly before midnight.
Newspapers dating from Dec. 29 were
stacked on the porch of the home at the
16th tee of the Sahara-Nevada Country
Club. Deputy Coroner Dick Mayne said
Liston had been dead about a week.

capitol after he has looked into ways and
means of 'Speeding up U.S troop
withdrawals from South Vietnam.
Meanwhile, a deteriorating situation in
Cambodia has led to a top-level meeting:
between Laird and A dm. John S. McCain,'
the U.S. commander for the Pacific and
Vietnam this weekend in Saigon, according
to U.S. sources in Saigon.
These sources cited "recent
deterioration" in the military picture in
Cambodia where North Vietnamese, Viet
Cong and indigenous Communist forces
have seized control of wide areas of the
countryside and put a stranglehold on
parts of the six highways which run
spokelike out of Phnom Penh.
In Saigon, sources also said the U.S.
command has abandoned the mobile "fke
brigade" plan for securing South Vietnam
against major Communist offensives
during the final stages of American troop
withdrawal.
The plan had called for establishment of
such mobile forces around Saigon and Da
Nang to secure the late stage withdrawals
and provide a reserve force for the South
Vietnamese army.
Nixon wants Dole
WASHINGTON Word went out from
the White House Wednesday that
President Nixon wanted Sen. Robert J.
Dole of Kansas to be Republican national
chairman despite opposition or
reservations from some party leaders.
Few if any votes are expected to be cast.

RALEIGH-Gov. Bob Scott, while
working in Army Intelligence in 1955,
discovered a file on his father, the former
Tar Heel governor and senator, it was
reported today.
The report was published by the
Raleigh Times in the wake of a controversy
over alleged Army Intelligence
investigations of political leaders in
Illinois.
Scott, who served as a special agent in
Army Counter Intelligence from 1953 to
1955, was quoted as saying he came back
against him when the GOP National
Committee meets in Washington Jan. 15 to
elect a successor to Rep. Rogers C. B.
Morton of Maryland, who is resigning to
become Secretary of the Interior.
Dole told reporters that he believed
"it's moving my way."

"I found a file on my father," Scott was
quoted as saying.
The article reported that Scott said he
had forgotten most details of the incident
but remembered that his father was
"mentioned in connection with records on
Junius Irving Scales, former North
Carolina Communist Party leader."
Scales, now 51, was convicted of
violation of the Smith Act. He was released
from federal penitentiiiry confinement in
1962 when President Kennedy commuted
his six-year jail sentence.
Scott's late father, W. Kerr Scott, served
as governor of North Carolina 1 5 years ago.
The Raleigh Times said "Scott last night
said his memory on his father's file was
vague, but the elder Scott's name had
apparently come up at a Communist Party
meeting in Kernersville and that had
prompted his mention in Army
Intelligence files."

SAIGON-U.S. headquarters
announced Wednesday a sweeping
crackdown on the increasingly heavy use
of marijuana by American soldiers in
South Vietnam. It said as many as 45 per
cent of all GIs are believed to have used
marijuana or hard drugs.
Headquarters announced a massive
program involving air and ground searches
for fields where marijuana is grown in Ihis
country, stiff new customs procedures for
baggage and mail going in and out of
Vietnam, frequent searches and
shakedowns of barracks and other living
quarters, and a 15-fold increase in the
number of "marijuana dogs"-police dogs
trained to detect the drug by smell.
It also established new narcotics
enforcement committees involving both
American and Vietnamese officials, a drug
education program that will be carried to
the platoon and squad level, and a drug
" abuse survey and reporting system that will
attempt to keep track of the level of
narcotics usage among GIs.
The program was outlined in a 50-page
booklet in fine print which said at least
11,000 Americans were arrested in Vietnam
in 1970 on drug charges. It estimated that
there are at least five habitual drug user?
for every man arrested.
Although the booklet spoke of plans to
search out marijuana fields, it said that
"under no circumstances will such fields,
once discovered, be destroyed by U.S.
forces. The responsibility for destroying
these crops rests with the government of
Vietnam."
The booklet said "the involvement of
American servicemen with the abuse of
drugs has steadily increased" ever since the
big American troop buildup began in 1965.
It said there were 47 drug arrests in
1965, 562 in 1966, 1,390 in 1967, 3,460 in
1968, 8,446 in 1969 and 9,253 in the first 10
months of 1970.
