February 22. 1971 Tom Gooding, hdilor Gov., Scott educational politics o U TT H m wrong oanlpam Gov. Bob Scott has vigorously injected himself into the arena of higher education during the past several months. It is indeed a strange position for a man who has shown little interest in education during the first three years of his governorship. He began this activity by proposing a massive reorganization plan for all state-supported universities. The idea, according to Scott, was to remove the political infighting that has plagued these schools for years. This, of course, has the concurrent effect of making Scott look like the savior of North Carolina higher education a man who is attempting to remove education from politics while seeking no political gain for himself. A precarious position for an individual who has devoted precious little time to higher education throughout a very successful political career. But a man like Scott would not sacrifice the best interest of higher education for political ambition. Now, after saying he wants to remove higher education from the political spectrum, the Governor appears to have undergone a change of heart. Scott appeared before the State Board of Higher Education last Friday and issued a public denunciation of UNO saying: "I think it is apparent to all of us the University of North Carolina is doing all it possibly can to block the approval of medical education at East Carolina University. Their activity in the last six months has Orange County gelded by redistricting plan from The Chapel Hill Weekly A very wise man once said, "No one' is safe while the Legislature is in session. As far as Orange County is concerned, that warning proved out with the unveiling in the General Assembly last week of a Congressional redistricting plan. The plan lifts Orange out of the compact, homogenous Fourth Congressional District and plops us down in the Second District, in gr,:. - -L - Tin- gaily ar trd 78 Years of Editorial Freedom Tom Gooding, Editor Rod Waldorf. .. Scott claims UNC sees a medical school at East Carolina "as a threat to the supreme sovereignty of the University of North Carolina." We find it a bit irrational that a two-year medical school would be seen as a threat to the "supreme sovereignty" of one of the foremost educational institutions in the nation. It is also interesting to note the Board of Higher Education rejected the two-year program in favor of a one-year ECU medical school. We wonder why Scott would go to the Board of Higher Education to release a public statement attacking UNC as "the so-called blue bloods of society who look down in contempt on anyone whose ancestry doesn't date back to the pilgram fathers ..." rather than asking the General Assembly to appropriate money to facilitate the necessary expansions whether they be at UNC or ECU. Unfortunately, attacking UNC has become a political fashion for state-wide candidates in North Carolina. And it becomes even more fashionable if your likely opponent for the JJ.SS. Senate is the Chairman of the Board of Trustees at ECU. We would caution Scott to have more respect and restraint in his polemics about the University that has provided North Carolina with 35 of its 50 governors and the majority of its assemblymen. Or maybe the Governor has forgotten the last man to try those tactics wound up governoring a basketball team? company with 11 rural, conservative, largely backward counties stretching along the North Carolina-Virginia border from Northampton in the East to Caswell in the Piedmont. The only common bonds that Orange would have with the rest of the counties in the district, as far as we have been able to detect, would be Congressman L.H. Fountain, a dubious blessing, and the State , of North Carolina. In Congressional politics Orange would be effectively gelded. The Research Triangle concept would be ruptured to some extent. We would become the liberal illegitimate at a redneck family reunion. With all the redistricting plans possible, and they are limitless, one can only conclude that this shafting of Orange was deliberate, because of our unconventional voting habits, the presence of the University here, and a Mayor whose pronouncements have at times been provocative. The redistricting plan possibly can be killed if enough pressure is exerted on the Legislature. We had better try. Dear Z: In ?ny accredited hospital and any time surgery is done, all tissue is submitted to pathology where it is examined and then disposed of either in the garbage can or incinerator. Which brings out a very interesting point regarding the abortion prohibitionists that generally insist abortion is murder because the embryo or fetus is a person. However, as far as we are aware no state or nation requires that the dead fetus or embryo be treated like a dead person. On the other hand, all states in the U.S. severely limit and spell out what must be done with a dead human body. X) LEARN "TO RECith jh E NAMES OP AT -AST 2, MEMBERS OF THE TTAM, E.6. To prove this theory fallacious you need only look as far as the specially marked packages of Post Raisin Bran which have free copies of Bobby Sherman records on their backsides. Next to empty Post Raisin Bran boxes emblazoned emblazoned "Free Bobby Sherman," the freest thing in America is television, and Lord knows how many people have continued their education through the magic medium of the idiot's lantern. There's only one problem with TV educational programs: they come on at 6:30 in the morning. (They don't call it "Sunrise Semester" for nothing.) By watching the Late Show, though, you can learn much more than you ever dreamed possible, especially in the realm of American history. As a matter of fact, the Close Cover Before Striking Academy of Prolonged Suffering and Gooey Death is offering a course along those lines this semester, called "American History A.s Seen Through Old Movies." The following is their syllabus: First the settlers came over on the Ship of Fools, which has harassed by the Pirates of Blood River, the Pirates of Tortuga, and the Pirates of Tripoli. Once they got off the boat, the settlers found a frontier, and along with it came Frontier Gambler, Frontier Gun, Frontier Hellcat, Frontier Uprising, and Frontier Woman. Most of the trouble came from the Indians, especially from the Apache Warrior and Apache woman, who brought Apache Rifles with Apache gold, and who planned an Apache Ambush in Apache Territory. They were helped by the Comanche, whom they planned to meet at Comanche Station in the Cheyenne Social Club. The Badlanders retaliated by buildin Fort Bowie, Fort Courageous, Fort Dobbs, Fort Massacre, Fort Utalh and Fort Yuma, and stocking them with Guns at Batasi, Guns for San Sebastian, Guns of August, Guns of Darkness, the Guns of Fort Petticoat, the Guns of Hate, the Guns of Navarone, Guns of the Black Witch, G uns of the Magnificent Seven and Guns of the Timberland, but it was not enough to prevent Fury at Gunsisht Pass. Fury at Showdown, Fury "at Smuggler's Bay, and Fury in Paradise. In short, there was Hell in Korea. Hell in the Pacific. Hell on Devil's Island, and Hell on Frisco Bay. But America was Hell Bent for Leather and Hell Bound, so she turned loose Hell Canyon Outlaws. Hell Drivers, Hell Squad. Hellcats of the Navy and the Hellfighters. When it was over some people found that Hell Is A Citv and that Hell Is For Heroes, and so they staged a Hell Ship Mutiny alter commenting. "The Hell with Heroes." No recognition is taken of the dead fetus up until about 5 months. Some hospitals will flush the fetus down the toilet or throw it out with the garbage which shows we never have regarded it as human. In a sense, scientific analysis confirms what we have always known. In this state a fetus at 20 weeks or more must be reported as a still born. North Carolina's present abortion law doesn't set any limits. Abortion can be done any time during pregnancy. The bill that is currently being introduced, if passed, will require that an abortion be done on the fetus no more than four months old. New York's law allows abortions to be done up to 24 weeks. And so Operation Bikini, Operation Camel, Operation C.I.A., Operation Dames, Operation Mad Ball, Operation Petticoat, Operation Snafu, and Operation Snatch were performed, uncovering moral decay in the form of Naked Amazon, Naked Angels, Naked Earth, Naked Edge, the Naked Gun, the Naked Heart, the Naked Hills, the Naked Kiss, Naked Paradise, the Naked Maja, the Naked Prey, the Naked Runner, and the Naked Sea. This rise in immorality brought in its wake a string of tear-stained confessions, including such frank admissions as I Married a Monster from Outer Space, I Bury the Living, I Was A Teenage Frankenstein, and I Was A Teenage Werewolf. Nothing could underscore this opportunity more than the fact that W.H. Auden will be making an appearance on campus this Thursday. Auden is perhaps the most important poet in the world today, and it will be interesting to see how much of an audience he attracts on a campus that has turned out in large numbers for the mediocre music of the Iron Butterfly and the less than mediocre wit of William Buckley. I know full well that Memorial Hall can't seat a very large number of people, but I can hardly imagine a more beautiful sight than that of a big crowd trying to get in to hear a poet read; thus, the following remarks are designed to encourage those who are uncertain about whether they want to go. Auden's stature as a poet is not universally agreed upon, and many would question whether he ranks as an equal with the genuine titans of modern English-language poetry-men like W.B. Yeats, T.S. Eliot, and Wallace Stevens. But few would deny that Auden belongs somewhere in the general vicinity of these men. Furthermore, he is certainly more versatile than any of them. His humorous poems are among the most delightful in the language, while the best of his serious verse combines a musicality not unworthy of Yeats with a cultural erudition not unworthy of Eliot. gonorrhea? 2) How soon after exposure to V.D. can the disease be detected? 3) How soon aftr a patient contracts V.D. can he pass it on? 4) Does unprotected intercourse with an infected person always result in infection? 5) How long after treatment begins can a patient resume sexual activity? Perhaps you could also comment upon the following observation: I have noticed a significant decrease in sensation and response during intercourse immediately after awakening in the morning. This decrease also seems to occur during masturbation. What do you think might be the physiological cause of this phenomenon? Signed, W.G. Dear W.G.: if Very effective. 2) We are assuming that by V.D. you mean gonorrhea and syphillis. Remember there are other forms of venereal disease. Refer to a previous issue of the Tar Heel. There was Gun Fever and Gun Glory, stirred up by the Gun Brothers and the Gun Hawk, and it led to Gun Duel in Durango, Gunbattle at Monterey, Gunfight at Dodge City, Gunfight at the OK Corral, and Gunfight at Abilene. Only the Gunfighters of Abilene, the Gunfighters of Casa Grande, the Gunmen from the Rio Grande and the Gunmen from Laredo got out alive. After it was all over, there was a Blood Bath in Blood Alley. There was Blood on the Arrow, in the Bloody Pit of Horror, and on the Blood Fiend (not to mention the Blood on the Balcony). In spite of all the trouble, there were many great men. There was Knute Rockne All-American, Buffalo Bill, Young Mr. Lincoln, The Benny Goodman Story, Cardinal Richelieu, the House of Rothschild, and Lloyds of London. Yes, there was even a Che. But there was no Nixon, not even Dick. Auden is in no sense a "poets' poet" either in the positive or negative connotations of the term. His work is very much popularly oriented. His forms are essentially traditional; and, unlike some of the more effete examples of modern poetry, his work grapples quite directly with the basic issues: politics, love, art, et. al. For the best of his political verse, one must go back to his days as a young almost-Communist. "Spain," came out of his own experience as an ambulance driver in the Spanish Civil War and is, as George Orwell (another veteran of that war) has said, one of the few decent pieces of literature written about the whole conflict. Surely, it is fitting that a blood-bath which killed so many young poets should have produced at least one truly great poem. "September, 1939" is the best discussion of modern totalitarianism that I have ever read. "The Shield of Achilles" deals somewhat more subtly with the same thing, and is a magnificent example of the adoption of a classical motif to a modern situation. Then there is Auden's love poetry; few Twentieth Century writers have written so movingly about this once supremely favorite subject for poets. "Heavy Date" is a remarkable psychological achievement, while "Lullaby" succeeds by virtue of its powerfully simple expression of affection: "Lay your sleeping head, my love.Human on my faithless arm." Auden has also written about art itself, but his work is quite different from the exposure to gonorrhea the disease can te detected in two to five days. With syphillis it can rar.ge from 10 to 90 days with an average of three weeks. 3) Then again it depends on which V.D. you're talking about. If it is gonorrhea certainly after two days, with syphillis about three weeks. 4) No. There are a lot of variables. There have been documented cases where men have had a penial chancre (a sore of syphillis on the per.i;) and have been sleeping with their wives for months and the wife never got the disease. The number of organisms and body temperature are two variables. 5) Any patient that is being treated for V.D. should wait until his physician gives him the green light. Depending again on whether it's gonorrhea or syphillis, it could be anywhere from two days to a week. We need to know more information before we can answer your last question. Make an appointment with your physician and perhaps he can help you. It's certain, however, that it's not from disuse atrophy. Question: Ever since I've been having anal intercourse with this guy I've had a vaginal infection and a discharge that smells awful. I have used the green pills, I have used the yellow pills. I have taken all kinds of douches and still no help. Can you help me? Signed, Distressed. Dear Distressed: When there is a history of anal intercourse and persistent vaginal discharge one should think of bacterial infections that have invaded the vagina from the colon and rectum. What is probably happening is that your partner is inserting his penis in your rectum and is withdrawing it just before ejaculation to complete orgasm in your vagina. His penis, of course, has been contaminated with bacteria that are always in the rectum and these organisms are now introduced inthe vagina where they are never present. With this in mind, a strong antibiotic vaginal suppository will probably solve your problem. Question: I have reason to suspect that my boyfriend has V.D. Intercourse would be dangerous, but is fellatio permissible? Signed, S.A. Dear S.A.: We have answered this question before but for your benefit, intercourse wouldn't be dangerous in terms of life or death but if he h3S V.D. chances are you may get it. As to whether fellatio is permissible that's up to you and your boyfriend. But the possibility exists that if he has V.D. you could get gonococcal pharyngitis (a venereal infection of the mucous membrane of the nose, mouth and voice box). Question: After having intercourse with a girl who was formerly a virgin about three days later a small bump resembling a pimple appeared at the base of the penis above the scrotum. It was disconcerting for awhile but vanished three days later. Could this have been caused because of the friction of the tight vaginal walls and opening? Should this be checked even though it is now gone? Could it be a venereal disease from former intercourse? C.W. Dear C.W.: Forget it brother if you think a tight vaginal wall caused a scar on your penis. If it's gone how can it be checked? We would suggest a blood test that can be obtained at your local health department or the Infirmary. If you're having early morning discharge see a physician. Use a condom if you have intercourse before getting the healthy sign from a physician. "Musee des Beaux Arts," though it his unfortunately become a favorite of the horrible people who compile high school anthologies, is still a brilliant explanation of the artistic process. The third part of Auden's great elegy to Yeats, in which Auden defines the duty of the modern poet, is as timely as it was thirty years ago, and is worth quoting at some length: Follow, poet, follow right To the bottom of the night, With your unconstraining voice Still persuade us to rejoice; With the farming of a verse Make the vineyard of the curse, Sing of human unsuccess In a rapture of distress; In the deserts of the heart Let the healing fountain start, In the prison of his days Teach the free man how to praise. Well, I could go on like this at lengths, but that's not the point. The point is this: In ten years, no one will have heard of the Iron Butterfly, and the Bill Buckley fad will have long since blown over. But having seen W.H. Auden in person will, as they say, be something to tell your grandchildren. i v Si
