Rep. John W. Byrnes. R-Wis.. the committee's ranking GOP member, disclosed the tentative decision for a single rate. Nixon had proposed a 10 per cent tax credit, followed by a 5 per cent credit next Aug. 15. The committee, Byrnes said, has not yet decided what the flat investment credit rate will be, but the most mentioned figure has been 7 per cent -the rate in effect before it was repealed in 1969. The action is subject to a formal vote later. The investment tax credit acts as a discount on the price of new business machinery.
