'I he center, according to Gallagher, will focus much of its activity rr, normal children, then apply the tindir.gs to helping the mentally ret urded. General Assembly to liberalize absentee voting rules will be held today at 11:30 a.m. in Raleigh. Organized by supporters ot Gene Grace, candidate for the Democratic nomination for U.S. Senator, the rally and a news conference by Grace will be held on the steps of the Legislative Building in Raleigh, said Clinton Kelley, a Union (033-5205) for further information.
