Group will hold an organizational
meeting at 7:30 p.m. today in the
Student Union.
The group, sponsored by Student
Government and the Graduate and
Professional Student Federation, will be
open to both graduate and undergraduate
students.
"The gjoup will concentrate on
consumer problems in Chapel Hill and the
surrounding area which affect the
student," said Lilona Smith, chairman of
the organization. "We have not decided
on specific goals because it will depend
on the size of the group and what they
want to do."

Those two proposals hive once again
split the University from the Scott-led
forces. And compromise must come next
week.
Cameron West has been a member of
the Board of Higher Lducation s:n;e
1966. He and Friday have differed m the
past on what role their two agencies
should take m governing higher
education.
Like Friday, West is a low-key but
effective administrator.
Larly in the restructuring battle, it was
thought Scott was pushing West as the
top administrator for the new educational
system. But in recent weeks S.ott has
indicated it would be preferable to have
Friday as top man and West in the

established by the graduate students.
"I worked on the Student Government
Protection Service last year, but that
broke up and is not going to be started
this year," she said. "I have become
chairman of the graduate service, just
recently formed, but I do not want it
limited to graduate students only."
The new chairman said she would like
to see students representing each school
in the University support the group.
"I want an organization that will
accomplish something," Miss Smith said.
"What the group undertakes and whether
or not we are successful will depend on
the number of people who support us."

Jenkins was the prime mover behind the
regional university program which was
begun initially in 1967 and completed to
include all state-supported schools in
1969.
A possible gubernatorial candidate m
176, it is Jenkins who has been most
effective m supporting the rights of
non-Consolidated University schools.
Sen. Ruvsell Kirby and Rep. Perry
Martin are the heads of the Senate and
House committees on higher education.
Both Kirby and Martin have
consistently supported Gov. Scott's
position calling for a single board - at
least since the joint comirrttee
hearings began m September. Both have
had a hand in shaping the bill which will
be presented to the General Assembly, an
influence which has not been widely
acknowledged.
What their role will be in the
upcoming session is uncertain, since the
power of their joint chairmanship of the
bill-writing committee will diminish as
the debate hits the legislative floor.
Sen. John J. Burney (D-New Hanover)
and Rep. Ike Andrews (D-Chatham) have
been major defenders of the University in
the restructuring fight.

The strength of the Burr.ey -Andrews
coalition was such that Gov. Scott was
forced to back down from his position of
getting legislation during the regular
legislative session.
Both Burney and Andrews also held
meetigs in September for legislators to
discuss the special session and the entire
restructuring issue. Once again. Gov. Scott
blasted the "pair, as a regul.rlv -Scheduled
fund-raising event for the Democratic
Party was slated that weekend.
At this point Andrews, a UNC trustee,
is felt to have more influence than
Burney. who as chairman of the Senate
Finance Committee wielded a great deal
of power during the regular legislative
session.
Andrews has publicly expressed favor
with the central board concept, provided
it is built on the Consolidated University.
However. Bumey is retaining his position
that the Board cf Higher Education
should be strengthened and the
Consolidated University should not be
deconsolidated.
It is doubtful that Burney's position
will be accepted, but both men should be
influential figures when the legislature
acts on the question next week.
