Howevei, when the item appeared on the agenda Monday night Alderman Ross Scroggs and dog warden Gus Shoffner disagreed with the proposed ordinance. "I have yet to Find a city where they pro-rate dog tags," Shoffner said. "If you pro-rate these things, I think you are going to have more of a problem than if you charge a flat fee. For one thing you won't have to keep the extra records." Alderman Scroggs agreed with Shoffner and pointed out the cost of the dog program was not being convered by the sale of dog tags. Scroggs thought the dog owner should pay the full price for lost tags, since he considered this part of the owner's responsibility. By a vote of 5-1 the aldermen then passed the new ordinance setting the cost of all dog tags at S3 per year. Alderman R. D. Smith voted against the new ordinance because he thought a replacement fee of SI was adequate. Blake said the only practical approach to the mini-bike problem was to regularly patrol these areas and when people were found engaged in these activities to report their names to the school board. The aldermen accepted the recommendation and instructed the police to begin patrolling the school grounds.
