Plans call for the addition of two maintenance areas and expanded storage and office space at the Plant Road garage. Completion is set for June I, I975. Meanwhile, selection of the permanent site, planned to include facilities for bus maintenance, public works and animal control, will be discussed by a committee scheduled to report back to the aldermen in 90 days. Lee was designated to head a delegation to meet with Urban Transit Authority T1 by Andy Sidden Staff Writer The Dialectic-Philanthropic Societies Foundation has received $35,000 in grants for maintenance and restoration of the Di Phi art collection., foundation president George Blackburn said Monday. The multi-million dollar collection, housed in New West and New East, contains about 100 portraits of many past North Carolina leaders. Blackburn said the foundation has obtained a Morehead grant of $17,500, a Sarah Graham Kenan grant, of $ 1 0,000 and a Z. Smith Reynolds grant of $7,500. The grants will provide most of the money needed to restore the portraits in the Di-Phi collection," John Schnorrenberg, associate professor of art history, said. Lee also asked the board to consider the Plant Road site for future recreational development. The board also admitted that it had violated the terms of the landfill agreement it owns jointly with Carrboro and Orange County. Neil Kirschner. an Airport Road resident, petitioned the board for removal of the contents of a 30- by 1 00-foot trench which was dug in an unopened section of the landfill. The open-fenced trench contains sewage with sanitary napkins and prophylactics floating in the sludge. News awarded art foundation's board of directors. He said the foundation was established last year to see that the Di-Phi Societies' portraits and records are maintained. The collection contains works by such 19th century artists as Charles Wilson Peale, Samuel F. B. Morse and Thomas Sulley. Portraits of James K. Polk, John Motley Morehead, Frank Porter Graham, Luther Hodges Jr. and other famous North Carolinians are included. Many of the portraits are in need of complete restoration, Schnorrenberg said. "Some will cost as little as $150," he said, "while the badly damaged ones may run as high as $12,000." "We hope we can keep up the portraits so that we won't have a crash program in 25 years," Schnorrenberg said. Duke ceases hiring DURHAM Officialsat Duke University announced Monday they have imposed a hiring freeze on all personnel positions and anticipate possible layoffs beginning July 1. The new policy provides that no one can be hired in any division of the university whether for an existing vacancy or a future one without special approval from Duke Chancellor John O. Town Manager Chet Kendztorsaid he was not aware of the conditions of the landfill agreement, formulated before he was hired. The sludge in the trench ts of the same type approved by the state health department for use as a soil conditioner. Kendior said. It was placed in the predominately clay trench so the liquid waste could evaporate and the remaining solid matter could be placed on the opened section of the landfill. The trench is 10 feet deep and is filled with six feet of what Lee called very wet sludge. Kendior said that it has evaporated only three inches in the.past 10 or 1 1 days. Blackburn said Monday that payroll reductions would be necessary for Duke to balance its $1 18.5 million budget by July I. the end of the fiscal year. "While it is unlikely that the total reduction necessary can be accomplished through attrition," he said, "most of it can. It is our intent to avoid, to the greatest extent possible, outright terminations and layoffs." North Carolina Employment Securities officials at the Durham branch office said Tuesday they were worried that layoffs at Duke might total several hundred persons this summer. Blackburn attributed the need for cutbacks to inflation and an anticipated drop in endowment income. The stock market decline has reduced the value of Duke's endowment, much of which is invested in securities.
