Shortage
may be
alleviated
Students who were dosed out of their
dormitory rooms for fall semester may still
get on-campus housing next year, Connie
Nelson, assitant director of University
Housing said Monday.
M ore than 300 students were closed out of
rooms and are still requesting housing for
next year.
ADoroximately 300 students got rooms
last year because over 600 cancellations were
handed in during the summer from students
who moved or dropped out of school.
Nelson said.
The spaces, not always in the dorm of the
applicant's first choice, were allocated on the
basis of when the students applied and what
spaces became available during the summer,
she said.
Although Nelson expects the housing
department to find rooms for all closed-out
students by fall, "we still encourage them to
seek off-campus housing now, instead of
waiting until August and having to pay for a
more expensive apartment in case we can't
get them a room."
"Students have been pretty
understanding; they know we don't have the
space right now," she said. "A lot of parents
who haven't had the same communications
from us are upset.
Nelson said the department's official
policy is to promise housing to closed-out
students only when it becomes available.
Rape clinic
Hbw to Avoid Rape" will be discussed by
Judith Kraines and Francis Johnson of the
Chapel Hill-Carrboro Rape Crisis Center
today, at 8 p.m., in 206 Union. .
The discussion, sponsored by the
Association of Women Students (AWS),
will emphasize precautionary measures
women can take to avoid rape. Simple
escape and self-defense methods which need
no advance preparation will also be
demonstrated.

Charter amendment approved

An amendment to the Chapel Hill
charter'limiting the town's power to operate
human services programs was approved, 4-3,
by the Board of Aldermen Monday night.
Mayor Howard Lee cast the deciding vote.
The amendment, added to satisfy
objections by the county, stated that the
Chapel H ill Department of Human Services
will not compete "with, duplicate or
supercede programs of the Orange County
Department of Social Services.
The board also voted against rescinding
its previous approval of the charter and
voted against recalling it from the N.C.
House Local Government Committee 11.
Aldermen Alice Welsh, who moved to
rescind the charter approval, and Thomas
Gardner objected to the sections of the
charter concerning absentee voting, day care

should have been reviewed by the Charter
Commission. Welsh said the General
Statutes gave authority for social services to
the county, thus the town should remove this
lrom its charter.
In support of the charter, Lee advised the
board to be farsighted enough to approve the
charter and amendment so the town can take
advantage of any funds available for the
programs in the future. If not, he said, "We'll
be sitting on the sidelines while the ballgame
is being played."
Lee said the additions were not intended
to show ingratitude to the Charter
Commission.
Alter voting to approve the charter
amendment and send it to the General
Assembly, Lee said, "This speaks for Chapel
Hill's inconsistency."
