A plan which will eventually establish a
complete women's studies program was
approved Friday by the UNC Faculty
Council. The move ends a 1 6-month study
period for a group of 15 administrators,
faculty members and undergraduates.
In March, 1974, the Faculty Council
adopted a resolution calling for the
establishment of a committee to investigate
the possibilities of a women's studies
program.
The committee, named by the Chancellor
N. Ferebee Taylor in April, was headed by

Chapel Hill Mayor Howard N. Lee, at a
Monday morning news conference, said the
town has seen a "reasonable amount of
success" in its Neighborhood Development
Program (NDP).
The NDP is a housing rehabilitation .
program subsidized primarily by the federal
Department of Housing and Urban
Development. Under the program, qualified
low-income applicants receive loans or
grants for home renovation.
Between July 1971 and June 1973, the
Chapel Hill Housing Authority received
$465,000 in development program funds.
Weekend rains ease water shortage;
Village may not buy from Durham
Chances are good that Chapel H ill will not
have to purchase water from Durham
because of this weekend's rains, University
Utilities Director Grey Culbreth said
M onday.
Friday's rain, a total of 1.46 inches by
noon, raised the level at University Lake, the
town's water source, to 25 inches below the

Title IX is a part of the 1972 Omnibus
Education Act which renders illegal any

quality women's hall into a mn's hall and a
lower quality men's hall into a women's hall,
in 'order 'to equalize "'campus' housing
opportunities.
The guidelines the housing department
received from the Department of Health,
Education and Welfare this summer were
unclear, according to Programming
Coordinator Doris Kaneklides.

sociology department chairperson Richard
Simpson. But the committee did not begin
meeting regularly until December 1974, a
delay Simpson said he assumes full
responsibility for.
The final report, submitted to the Faculty
Council in May 1975, noted several reasons
for the need for a women's studies program.
First, the report stated, "There has been
neglect, bias, and omission in the fields of
study and traditional disciplines which
include the study of women."
Joan Scott, UNC assistant history
professor, said the women's studies program
center on the sex roles of both men and
women in present society.

Last week the authority received $190,000,
raising the total amount of NDP funds since
July 1973 to $840,000. The recent $190,000
allocation had been frozen by HUD until the
town answered questions about its
Neighborhood Development Program
budget.
Qualified persons living in the NDP area
are eligible for the funds. The area consists of
two zones, one located in the northern
section of the town and the other in the
southwestern section.
Lee said the Community Development
Program, begun in July 1975, will replace the
NDP when it expires Dec. 31, 1975. The
main difference between the two programs is
that under the Community Development
spillway. The lake level before the rain was
more than 35 inches below the spillway.
This means 60 million gallons of water
were added to the lake, Culbreth siad. The
additional water is approximately a 12-day
supply, he said.
"We're still gaining, too," Culbreth said.
"The ground is so wet now that we're still

The development of each individual's full
capabilities should be a basic goal of any
liberal arts curriculum, the report stated.
The lack of discussion on women's problems
prevents the establishment of a positive self
image by female students, the report stated.
Dean of Arts and Sciences James Gaskin
is currently seeking a director for the
program. While Gaskin was unavailable for
comment, committee member Duncan
MacRaw said he expects the nomination to
take place within the year.
The director, working with the assistant
dean of special and experimental studies,
will then develop a curriculum which will
probably include approximately 12 courses
already offered at the university.

Program was handled mostly by HUD.
The expiring NDP has experienced
several changes since its first public exposure
in 1970, Lee said. "We have had to go
through the process of satisfying the
neighbors in allaying their fears that this was
not an urban clearance program," Lee said.
"We have gone through a (housing
authority) director and merged the
redevelopment commission with the housing
authority. And we have had to deal with the
wrath of certain citizens as well as an HUD
audit.
"Having been subjected to all of these

the vegetation absorbed it all.
"We have a good third of what we needed.
Chances are very, very remote that we'll have
to buy from Durham." But he said the
possibility of buying from Durham cannot
be ruled out, but it is much less probable.
"We're in good condition for October, a
notoriously dry month," Culbreth said. The
cooler weather in October should result in a
drop in water consumption, he said since
fewer people will be watering grass or
washing cars.
The University has already arranged to
buy water from Durham in case of a water
shortage. Chapel Hill's last shortage was in
1973. when the University spent about
$40,000 buying water from Durham.
The worst shortage occurred in 1968,
when the lake level was down to 28 per cent.
The lake level is now at 79 per cent, Culbreth
said.

The student-faculty committee on
women's studies proposed that no degree be
offered for five years to determine whether
women's studies have developed into a
legitimate discipline or a passing fad.
Jamie Ellis, undergraduate member of the
committee and former Association of
Women Students chairperson, said she is
unhappy with that aspect of the proposal. "1
would have preferred to see a curriculum set
up in which you could major in women's
studies and minor in a specific discipline."

come from educational grants awarded by
the Department of Health, Education, and
Welfare and the Ford and Woodrow Wilson
Foundations, Simpson said.

added, "areas that I feel ought to be
considered for some financial help."

West announces
for Carrhoro mayor
Ruth West, a former member of the
Carrboro School Board and past
president of the Carrboro School
P.T.A., announced today she is a
candidate for mayor.
West, 65, said she has been active in
politics since "before I was old enough
to vote." She said she decided to run for
mayor at the urging of friends and
because she thinks she has the time and
ability to think about the issues and find
solutions to problems.
"The way in which the town grows
must be examined carefully to insure
that the small town atmosphere is not
lost," West said. "More planning is
needed to guide growth, if w e are to keep
Carrboro a nice place."
In addition to planning, West said
transportation issues, including street
maintenance and the institution of a bus
system would be one of her major
concerns.
West said she feels the mayor's office
should be open to all citizens: "The
mayor must be everybody's mayor."
Two other concerns West listed are
intergovernmental relations and the
needs of senior citizens. She said she
favors a careful study to assure

Better Schools.
In addition, she is a past chairperson
of the North Carrboro Democratic
Precinct.
