Harris, Student Health Service, health educator, said Sunday. But the company's only concern is that the pills may be less effective as a means of birth control, Harris said. Women taking the pills should not panic, he said, because the discolored pills are not dangerous. Harris said there is no way to determine how many UNC women will be affected by the recall. The Student Health Service has prescribed Modicon, as have many private doctors, he said. Most doctors prescribe the lower-estrogen pill when necessary for medical reasons, he said, and the Student Health Service follows the same procedure. Women using Modicon should complete their present cycle of pills and use another means of contraception at the same time, Harris said. They should also contact a .physician to get a prescription for another product. The estrogen component in the discolored pills did not meet company standards, Harris said. The company specifies that Modicon contains 35 micrograms of estrogen, but some of the discolored pills had as little as 22.3 micrograms, he said. The Food and Drug Board approves Bullard by Art Eisenstadt Staff Writer The Campus Governing Council Administration Committee approved by consent Sunday the nomination of Graham Bullard for student body treasurer. Student Body President Bill Bates nominated Bullard, a junior chemistry major from Wilson, Friday, to succeed Mike O'Neal in the treasurer's office. Bullard has served as assistant treasurer since September and was acting treasurer while O'Neal challenged in Student Supreme Court his dismissal by Bates." His nomination is scheduled to be brought before- CGC Tuesday night. Bates originally nominated Bullard for treasurer shortly after firing O'Neal, but the Administration Committee tabled the nomination pending the outcome of O'Neal's suit against Bates. Before hearing the case, the court authorized Bullard to sign requisitions, but Bullard refused to do so, saying the court did not have the constitutional authority to issue such an order. At that time, Bullard said he was considering leaving Student Government. "1 was assured by Bill Bates that the office of the treasurer would not be so subject to capricious dismissal or anything like that," Bullard said Sunday. "It had been my concern as a result of the court ruling that the treasurer could be dismissed anytime he disagreed with the president." Modicon is the only Ortho-manufactured pill affected by the recall. Ortho-Novum 150, Ortho-Novum 180 and Ortho Novum 2 Milligrams will still be sold, he said. Since Modicon has only been on the market approximately 18 months, the number of women using Modicon is relatively small compared to those using other pills. In a related development, the CGC Rules and Judiciary Committee approved Thursday legislation to require CGC approval for a president to dismiss a constitutional officer. If approved by CGC, the bill would require a constitutional amendment, and must also be approved in a student referendum before going into effect. Committee chairperson Ben Steelman said Sunday the bill would prohibit constitutional officers from being removed from office except by resignation, CGC impeachment or dismissal with the majority consent of CGC. It would also require the nomination of student attorney general to be approved by two-thirds of CGC, like the treasurer, instead of the current majority approval. "We felt removal should be momentous enough that it requires deliberation, not be done hastily or for personal reasons," Steelman said. The bill was co-authored by Steelman and CGC Rep. Dick Pope. Steelman, who was co-plaintiff in O'Neal's suit against Bates, said, "This wasn't done for purely personal reasons. The case of O'Neal vs. Bates presented obvious conflicts that could be involved in the future." Bates criticized the bill saying, "CGC is raising its arms because it feels it doesn't have any power."
