Hunt nixes budget request;
may cause vet school delay

Plans for the state's first school of
veterinary medicine could be postponed
if the N.C. Legislature adopts the
governor's 1977-79 budget proposals,
an N.C. State University official said
Friday.
Terrence M. Curtin, chairperson of
NCSU's preveterinary department,
where the school is to be located, said
the school will not be able to admit its
first students until 1983, two years later
than originally planned, if Gov. James
Hunt's budget proposals are adopted
unamended.
The governor's budget, released last
week, excludes the $9.3 million
requested by the UNC Board of
Governors to begin construction and
hiring of faculty for the school. Hunt's
budget does request that $500,000 be
allocated under "Reserve for School of
Veterinary Medicine," each of the next
two years to continue development and
planning.
The biennial budget must now go
before the legislature for final approval.
Here it is open to debate and
reappropriation of funds.
In a letter to the Board of Governors
Friday, UNC President William C.
Friday said the board could not meet its
major objectives for the University if the
General Assembly accepts the
governor's budget proposals. Friday
said an additional $132 million is
needed, of which $9.3 million would go
to the first stage of construction of the
vet school.

Some of the most memorable programs of
these two great comedians, are broadcast.
Curtin said he is optimistic that the
General Assembly will restore the funds
for construction. If they do, Curtin
added, the school could open in 1981 as
planned.
But without assurance of sufficient
funds, securing faculty and staff for the
school will prove difficult. Nobody will
take a job without some assurance that
he will get paid the next year, Curtin
explained.
Planning for the school began three
years ago, but its initial funds from the
legislature did not materialize until
1976. With these funds ($500,000), a
team of consultants was brought in to
assist in academic planning.
The team, which consisted of
approximately 40 persons, advised the
planners about the departments needed,
the number of facultry, their
qualifications and supportive services
the planenrs began looking for
a site and an architect to design the
buildings. They chose a Charlotte firm,
Fere bee Walters & Associates, and the
site across from the State Fair Grounds
at the old Union Dairy Farm in Raleigh.
The next step will be to discuss with
the architect specifics such as the
number and sizes of rooms needed and
necessary equipment When this is
completed, Curtin said, the planners
will present a report to the legislature for
approval.
Total cost is estimated at $35 million,
but Curtin said he believes it will be less.
When the school is completed and in
full operation, it will admit
approximately 70 students each year.
