JL 2 The Daily Tar Heel Thursday April u. Carnival set for today on Ehringhaus Field The annual Campus Chest Carnival will be held from 5 to 1 1 p.m. today at Ehringhaus Field. The carnival is part of the Alpha Phi Omega (APO) fraternity's annual fund raising drive for local and campus charities. It will feature 32 booths and games, including such circus delights as a dunking booth, a car smash, gambling tables and cotton candy. Ten sororities, 1 1 fraternities and eight dormitories will paricipate. Other events start at 6:30 p.m. First will be an exhibition jump by the UNC Parachute Club. The UNC Jazz Lab Band, Rick Bouley and the Oxbow Incident and the Apple Chill Cloggers will follow. Basketball players Mike O'Koren and Rich Yonakor will officiate a beer chugging contest at 8 p.m. Local bars have donated 20 kegs of beer. The idea of the carnival is to have a good time and to raise money for charity," said Joe Bruton, cochairperson of the carnival with Lee Wallace. Wallace said he hopes that 2,000 to 4,000 persons will attend. He cited rainy FDA may allow drug sales of saccharin WASHINGTON (U PI) The Food and Drug Administration (FDA) may allow small amounts of saccharin to be sold as a drug but will not reverse its decision to ban it in diet soft drinks and food, agency officials said Wednesday. The FDA's decision, to be revealed in detail at a Thursday morning news conference, could leave saccharin with the same legal status it has in Canada. When that country banned the sweetener last month, on the basis of animal studies which implicated it as a potential cause of cancer, it announced simultaneously that saccharin in loose or tablet form would continue to be available as a nonprescription drug, just as aspirin is. The FDA could restrict straight saccharin sales even further by declaring it a prescription drug, but that course was considered less likely. Either way, the biggest use of saccharin for diet soft drinks which account for 75 per cent of it still would be out. Credits from study abroad can be transferred to UNC As many as 19 credits can be transferred from foreign universities to UNC through programs coordinated by the Center for Foregin Study, which allows college students to study at universities throughout the world. The average cost is $1,300 for a six week summer program. Prices include transportation from New York to London, room, board and a transfer of credits. "We're bigger and better, but we're working to get the carnival back to making $5,000 a year," Wallace said. ln the past years, the residence halls and student organizations have not participated very much. This year, we have a small start to get the dorms to complement the Greek participation." The carnival is one of five Campus Chest fund-raising drives. The APO Auction, held March 24, cleared an estimated $1,500. "Send-a-Friend-a-Flower" day made $750. The ZBT Mile of Pennies, in which members of the Zeta Beta Tau fraternity exchange balloons for donations, will be held April 23. APO also solicits money from the UNC faculty. Wallace said about $600 has been received. Money from the drive goes to 1 1 local charities, including the N.C. Heart Association, the UNC YM-YWCA, the Chapel Hill Public Library and the UNC Student Bar Foundation. LISA LONDON Friday, HEW to meet UNC President William Friday will meet with Department of Health, Education and Welfare (HEW) officials in Washington today to discuss the University system's desegregation plan. District Court Judge John H. Pratt ruled April 1 that the desegregation plans for higher education systems of North Carolina and five other states accepted by HEW in 1974 are unsatisfactory. Pratt ordered new plans to be devised. The court action comes as the result of a suit brought by plaintiffs represented by the National Association for the Advancement of Colored People (NAACP) in 1970. Friday has complained that no one has come to grips with a central issue what effect the law will have on the state's professor and a counselor for the program. A meeting will be held at 3 p.m. today and Monday in 224 Greenlaw for those interested in the program. Classes taught in both English and the country's native language are offered for all UNC majors. Students can study between four and eight weeks, and costs vary accordingly. Those studying under the eight-week program take six weeks of classes, followed by two weeks of study in the location of the student's choice. Emergency telephones Students are using the recently installed campus emergency telephones but not much, according to Lt. Charles E. Mauer of the University Police Department. Since the installation of the phone system last fall, students have reported emergencies without excessive prank calls, Mauer said. Mauer said he is uncertain whether the emergency phone system will be extended in the future. The first year should be only a trial period, he said. The department is planning a survey to poll students' use of the phones, and extension of the service will depend heavily on the survey, Mauer said.
