BOSTON (AP) Some of the nation's governors said Sunday that the tax
payer revolt is a serious problem for state government and they fear a "cutting
fever" may cast a burden on the states that they cannot handle. .
"It's very serious, said Massachusetts Gov. Michael Dukakis, host of the
annual convention of the National Governors' Association which opened here
Sunday for three days of meetings.
"1 think there is widespread concern across the country," Gov". William
Milliken of Michigan said. "People feel in many ways that government has
grown too large and that in many respects it is not doing what it does very well."
Dukakis said state leaders have "been working our heads oif to provide
relief for local governments where the taxpayer revolt has been strongest
against property taxes.
Gov. Robert Ray of Iowa said the states do not have the large surplus of
funds which some Washington officials, including President Carter, have
claimed.
Ray cited an estimate earlier this year by state budget officers that the
aggregate surplus is only $6 billion out of some $150 billion budgeted annually
by the nation's governors. An Associated Press survey completed last week
produced an estimate of $5.6 billion.
The survey found tax or spending limitation propositions will be on the
ballot in at least 10 states this fall. .
"Taken clear across this country that means we just have enough to just
handle the cash flow and the necessities and provide for good management,"
Ray said. "And so while there are surpluses, and it's nice to have rainy day
funds, that's all they are."
Gov. Jim Hunt of North Carolina said most states can do their jobs more
efficiently but that it is "critical that we keep our commitment to progress and
moving ahead."
Both sides move toward mail strike
WASHINGTON (AP) Union officials showed little sign Sunday of
backing off from a threatened nationwide mail strike as Postmaster General
William Bolger stood firm on refusing to re-open contract talks.
Bolger, buttressed by a court order prohibiting a work stoppage, said, "1
personally don't believe there's going to be a strike." But he added, "everybody
has to be prepared for that eventuality."
Bolger promised that if a strike does develop, he would uphold the law.

A strike could develop as early as midnight Monday. Bolger said a strike
would cause widespread economic problems within a few days, although the
government has contingency plans, including the use of federal troops, to keep
the mail moving.
U.S. District Judge John Pratt Saturday issued a restraining order which
forbids the two largest postal unions from striking.They represent more than
half a million workers. Eight years ago, 200,00 postal workers struck for eight
days despite such a court order.
A union source, who declined to be identified, reiterated Sunday that the two
largest unions the 299,000-member American Postal Workers Union and the
181,000-member National Association of Letter Carriers have been
mandated by their members to strike and that the court order does not change
that.
Although leaders of the two unions have been reluctant to comment directly
on a strike since the court order was issued, APWU President Emmet Andrews
said Friday that the union has "every intention" of fulfilling the strike mandate.
Under the mandate, a strike would start five days after the contracts were
rejected midnight Monday for the APWU and midnight Wednesday for the
letter carriers. The third union an affiliate of the Laborers' Internationa
Union, representing 36,000 mail handlers is not under such a mandate.
' "1 do not believe that the church has
any position in this race," Scher said.
"They (church leaders) have a right to
speak, but it is not a moral issue. Whether
or not the bill is passed, there will still be
liquor. This is a bill to decide how it will
be sold and regualted."
Scher said there will be more control of
liquor if the referendum passes because
the bill takes liquor our of the hands of
the consumer and puts it into the hands of
a licensee. Bartenders will be bound by
law to refuse a drink to anyone who is
intoxicated or under age. , v
The liquor will be sold in mini-bottles
only to mixed-drink licensees with an
additional $10 tax on every gallon. Of
that tax. $9 will go to the county and $1
will go to the state for alcohol

Charlotte. Plans for building a major
hotel pending the referendum already
have, been rumored, Scher said.
"The anti-liquor forces hope to use
Mecklenburg as a blocking point," Sher
said. "In the same way, we hope that its
passage in Charlotte will encourage other
counties to pass it." .
Scher said he approached Orange
County mixed-drinks supporters, but
they declined to "join the Mecklenburg
forces. Orange County will vote on the
referendum September 12.
