Burns, president of Transformer Sales Co., appeared under subpoena at the state attorney general's office here Wednesday to discuss his firm's handling of toxic PCB-laden oil. The embattled businessman, meanwhile, faced: N a continuing investigation in North Carolina concerning a PCB-dumping incident there, a probe by the Cattaraugus County district attorney's office, an order to decontaminate an Allegany, N.Y., warehouse where he had stored 2,200 gallons of the material. Neither Burns nor the attorney general's office would comment on the closed-door proceedings in Buffalo. However, the subpoena indicated Burns' testimony would help determine "whether an application should be made... for an order enjoining the continuance of certain business activities' of Burns or his company. The 40, 55-gallon drums that Transformer Sales had stored in a warehouse in Allegany were removed by SCA Chemical Waste Services on Tuesday. William M c I Uwaine, Cattaraugus County health administrator, said Burns had 72 hours from 5 p.m. Tuesday to start decontamination of the site. Burns had been unable to comply with a previous order to remove the material, and county officials said if he could not start the decontamination project, they would do so and bill him. Transformer Sales had stored in Youngsville, Pa., an additional 27,000 gallons of the toxic heat-retarding oil used in electrical equipment, and another 4,000 gallons were found in a tank-truck in Celeron, N.Y., in Chautauqua County. Burns had denied he did anything illegal, although state environmental officials have said he was not registered to transport the federally controlled substance in New York. PCBs have been linked to various ailments and federal authorities have said they can be disposed of safely only by incineration at 2,000 degrees. No such facilities will exist in this country until October. North Carolina authorities were investigating a truck . found in a Salamanca; N.Y., scrapyard, to see if it could have been used in this month's dumping of 31,000 gallons of PCBs on 270 miles of North Carolina roads. Burns has denied his firm was involved and says he can account for all the PCBs he contracted with Ward Transformers of Raleigh, N.C., to remove. That firm's president. R.F. But FBI spokesperson Tom Harrington refused to comment on the possibility that such an investigation has taken place in the past. v Harrington said he could not comment until the black mayor's group spelled out its allegations. "We don't know who (which mayors) they're talking about," Harrington said. He confirmed that an FBI investigation led to the indictment of Prichard, Ala.. Mayor Jay Cooper, president of the black mayors' group. Harrington said Cooper was charged with accepting money from a company under government contract to do drainage work for the city of Prichard. Reporters barred from liquor meeting RALEIGH (AP) Sevcuil .eporters were asked to leave Wednesday when a special commission on liquot-by-the drink met m the Velvet Cloak Hotel in downtown Raleigh. Former Gov. Jim Holshouser, who heads the commission, said the board has to report to Gov. Jim Hunt on its recommendations, not to the news media. The commission was appointed early this summer by Hunt. Holshouser said he could legally bar the media from the commission meeting because it is an advisory commission and not covered under the state's open meetings law.. An announcement is expected sometime next week on the commission's recommendations on implementing the state's local option liquor-by-the-drink law. garbage strikers agree to return ROCKY MOUNT (AP) Striking Rocky Mount garbage collectors agreed Wednesday to return to work, and the Concerned Citizens Association canceled a boycott of downtown merchants it had called to support the workers. The Rev. Thomas Walker, director of the association, said all 36 striking workers, about half of the city's garbage collection crew, had agreed to return to work Thursday. The 17-day strike, the fourth walkout by the sanitation workers in recent months, was touched off by the conviction of one of their number, Alexander Evans, in Nash County District Court on a charge of stealing a suit of clothes he said he found near a trash can on his route. While promising that the group would continue its fund-raising efforts to pay Evans' legal fees, Walker said there definitely would not be another walkout by sanitation workers. Probe: Contractors received bribes WASHINGTON (AP) Contractors working on federal buildings have - paid millions of dollars in bribes to General Services Administration employees, the agency's top investigator said Wednesday. And federal agents believed at least some of those bribes have been f unneled to Swiss bank accounts, a source close to the investigation said. . At a news conference Wednesday. GSA Administrator Jay Solomon said he expects at least 50 GSA employees to be indicted as a result of the ongoing investigations into the problems of the agency, which serves as the federal governments main builder, landlord and supply house. Vincent Alto, the former federal prosecutor hired by Solomon to investigate the allegations of fraud, bribery and extortion, repreated an earlier statement that at least $66 million a year isbeing wasted by-criminaLactivities .,, i A substantial part of thatiorfcy was being returned to CiSA employees as bribes, he added. Both Alto and Solomon said they did not know anything about investigations of the bribe money ending up in Swiss bank accounts, except that the FBI was conducting such an investigation.
